    드라마제작산업의 공진화 과정은 생산요소 차원의 A급 생산요소 인센티브 쏠림현상과 제작주체 차원의 인센티브 딜레마 현상을 유발하였다. 제작시장을 분할하는 드라마제작산업의 게임 방식은 광고시장까지 분할해야 하는 방식으로 진화했다. 제작협찬과 간접광고 정책 변화로 인한 인센티브 체계의 변화는 두 가지 유형의 인센티브 딜레마를 발생시켰다. 하나는 광고시장 분할로 인해 자체제작이 우월전략으로 변화하면서 발생하는 외주정책 자체의 딜레마이다. 다른 하나는 인센티브를 극대화하는 요인이 인센티브를 축소시키는 요인을 내포하는 딜레마이다. 제작비 상승속도를 광고시장 확대속도가 따라가지 못하는 제로섬 시장 상황에서 이기적 경쟁자로 진화한 플레이어 간 핸디캡 과잉 경쟁은 필연이다. 제작기능을 분할하는 시장에서의 게임 규칙은 광고시장을 분할하는 게임 규칙에 적합하도록 개선되어야 하는 시점이다.

    The process of the Korean drama industry’s co-evolution has re-defined the industry dynamics. First, industry resources have begun to be heavily concentrated upon A-list production factors. Second, the balancing act between the desire to hire more A-list factors and the need to keep the cost at bay has become an intensely challenging and nearly impossible task at broadcasting companies and subcontract producers. The changes in the regulations governing drama sponsoring and indirect advertising have resulted in two consequences. First, they made the in-house production a financially superior policy choice for broadcasting companies to maximize financial gains, logically speaking, while the still effective 40% rule says otherwise. Second, the pressure to deploy more high-cost talents mounting for competitive reasons, that strategic, but seemingly forced at times, choice to spend aggressively on select factors is deemed to be going too far, to make the commercial viability a major concern for numerous industry participants as well as projects. As long as the advertising market grows at a slower pace than the production costs as it has been, the excessive nature of the competition is not likely to be altered any time soon. The principles behind the 40% rule concerning the allocation of production jobs need be aligned with the standards adopted for the sharing of the advertising revenue, to alleviate the intensity of the situation at least.
