방범용 CCTV의 범죄예방효과에 관한 연구 = The Effectiveness of the Closed Circuit TVs (CCTVs) on the Crime Prevention

국문 초록 (Abstract)

2002년 12월 이후 강남구를 중심으로 설치ㆍ운용이 시작된 방범용 CCTV는 범죄예방에 상당히 효과적이라고 인정받고 있다. 하지만 그에 대한 근본적인 효과성 분석이 미흡한 상태라는 점에서 이 연구는 방범용 CCTV의 설치 및 운용에 관한 선행연구가 강남구를 중심으로 단기적인 범죄통계 수치의 비교에 그치고 있다는 한계를 지적하면서 출발한다.
이 연구는 범죄예방효과 가운데 방범용 CCTV의 설치로 인한 범죄의 전이효과(crime displacement effects)나 범죄통제 이익의 확산효과(diffusion effects of crime control benefits)를 중심으로 실질적인 범죄예방효과를 평가하고자 하였다. 즉 강남경찰서 관할지역을 중심으로 수서경찰서, 서초경찰서, 송파경찰서, 광진경찰서 관할지역의 경찰집계 5대 범죄 중 절도범죄와 강도범죄의 발생추이를 방범용 CCTV의 설치시점을 기준으로 평가해 보고 범죄의 전이효과나 범죄통제 이익의 확산효과의 여부에 대하여 살펴보았다.
연구결과 서울시 전체의 범죄추세와 비교해 보았을 때 강남경찰서 및 인근경찰서의 관할지역 절도범죄에 있어서는 범죄통제 이익의 확산효과와 유사한 양상이 나타났다. 그러나 강도범죄는 방범용 CCTV의 설치시점과 관련하여 범죄가 유동적으로 이동을 하는 범죄의 전이효과를 확인할 수 있었다. 또 거시적인 관점에서 보았을 때 방범용 CCTV의 홍보에 따른 일시적인 공고효과(announcement effect)가 나타났다는 점에서 범죄예방효과를 지속시킬 수 있는 정책적 대안이 필요한 것으로 보인다.
이를 위해 ① 방범등의 설치를 통한 방범용 CCTV의 범죄예방 효과의 증대, ② 방범용 CCTV를 통한 범인 검거실적에 대한 홍보활동의 강화, ③ 거시적인 측면에서 전과자에 대한 교정정책의 현실화로 부정적 범죄전이효과의 억제 모색 등을 정책적으로 제안한다.

다국어 초록 (Multilingual Abstract)

The effectiveness of the Closed Circuit TVs (CCTVs) on the crime prevention, which have been installed in Kang-nam Gu, Seoul since 2002, are acknowledged by many people. However, there is little scientific research on the effectiveness of this system. Most of the previous research on the CCTVs just compared short time change of the descriptive crime statistics between Kang-nam Gu and other areas.
This research evaluates the effectiveness of the CCTVs by examining the crime displacement effects as well as the diffusion effects of crime control benefits. For this research, the author obtained burglary and robbery data from Gang-nam Gu. and neighborhood areas, Su-seo Gu., Seo-cho Gu., Song-pa Gu., and Kwang-jin Gu.
Compared to the City-wide (Seoul) crime trend, Gang-nam Gu and other neighborhood areas have shown reduction of burglary which is the evidence of the diffusion effects of crime control benefits. However, in the case of robbery, the analysis shows the displacement effects to the neighborhood areas. Also, this study found the temporary announcement effects by advertising the installation of the CCTVs.
In order to keep the effect of crime prevention by the CCTVs, alternative policies would be needed. I recommend 1) the installation of street lights to increase the impacts of the CCTVs, 2) the advertisement of clearance of crimes by the CCTVs, and 3) from the macro point of view, the improvement of the correctional policy for the convicts in order to prevent the displacement effects of crimes.
