보행자 중심의 가로환경 조성을 위한 가로관리체계에 관한 연구 = 미국 통합가로 정책 및 디자인가이드라인을 중심으로

국문 초록 (Abstract)

본 연구는 통합적 가로공간 관리체계 구축을 위해 미국에서 선진적으로 도입하여 운용 중인 ‘Complete Streets’ 정책 및 제도를 분석하여 시사점을 제시하는 것을 목적으로 한다. 이를 위해 ‘Complete Streets’ 정책을 도입하고 있는 대표적 도시인 보스턴, 샌프란시스코, 필라델피아, 뉴욕을 대상으로 하여 법제도, 관리주체 및 관리기준에 대해 분석하였다. 이러한 4개 도시는 가로의 3차원적 공간을 하나의 관리단위로 설정하여 통합적으로 가로공간을 관리하고 있다는 점에서 우리나라에 많은 시사점을 준다. 분석결과를 종합하면 다음과 같다. 첫째, 미국은 보행, 자전거등 모든 이동수단의 이용자들을 위한 가로를 형성하도록 하는 ‘Complete Streets’ 정책 또는 관련 법령에 근거해 가로공간을 관리하기 위한 단일의 ‘통합가로 디자인가이드라인’을 운용하고 있다. 둘째, 이는 가로공간 내의 다양한 시설물을 관리하는 모든 주체의 협력에 의해 수립된다. 셋째, 관리기준으로써 쾌적한 보행환경을 유도하기 위해 최소기준 뿐 아니라 적정지침을 제시하며, 심미성, 안전성, 장소성, 지속가능성 등 다양한 측면을 고려하고 있다.

다국어 초록 (Multilingual Abstract)

The Purpose of this research is to analyze by the ‘Complete Streets’ policy of America in order to elicit its implications and thus to help improve the street management system in Korea. This study analyzed the complete streets policies of Boston, San Francisco, New York City and Philadelphia as a case study. These cases are chosen, mainly because the four cities have holistic street management systems. The findings are as follows: (1) Based on complete streets policies and laws, each city has just one design guideline to control streets. (2) All the related agencies, experts, and communities participated in the development of the ‘complete streets design guideline’. (3) The design guideline aims to encourage a high-quality pedestrian environment by both minimum standards and optimal standards. Also it considers several multiple aspects including safety, aesthetics, a sense of place, sustainability etc.
