학교선택제의 이상과 실상 = 국내 적용 가능성 탐색을 위한 미국의 학교선택제 분석

국문 초록 (Abstract)

본 연구의 목적은 미국의 학교선택제 도입의 이상(理想)과 시행과정 및 결과의 실상(實相)을 분석하여 한국 교육상황에 적용 가능성을 탐색하는 것이다. 이를 위하여 이 연구에서는 학교선택론의 배경 및 도입경과, 학교선택제의 유형, 학교선택제 효과성 연구, 미국 학교선택제의 운영실태, 미국 학교선택제의 이상과 실상, 한국 교육상황에의 시사점 등을 다루었다.
미국 학교선택제의 시사점은 다음과 같다. 첫째, 학교선택제의 1차적 목적을 기본권적 교육권을 돌려주는 데 두어야 한다. 둘째, 학교선택제 논의를 고등학교에서 초등학교와 중학교로 확대할 필요가 있다. 셋째, 고교평준화제도를 유지하되, 선지원후추첨제를 도입할 필요가 있다. 넷째, 미국의 학교선택제를 성급하게 도입하는 것은 피해야 한다. 다섯째, 미국의 학교선택제는 매우 다양한 스펙트럼을 가진 정책이기 때문에 적용가능성도 구체적인 프로그램과 관련지어 논해야 한다. 여섯째, 학생 수에 따라 교육재원을 배분하는 방식을 통한 학교간 경쟁을 유도하는 방안을 검토할 필요가 있다. 일곱째, 우리나라 사례에 대한 종합적인 연구가 선행되어야 한다.

다국어 초록 (Multilingual Abstract)

The purposes of this study are to review the background, the basic assumption, the basic concept, the types, etc. of School Choice of the United States, to summarize the outline of Charter School and School Vouchers, and to explore the applicability of them to Korea.
Reals of School Choice Policy of American are as follows. First, school choice was started at the viewpoint of an instrumentalism, but it was expanded to the viewpoint of the basic human right. Second, school choice was not a means for education reform, but a political rhetoric. Third, school choice was a product of American circumstance. Fourth, ideals and reals of school choice policies differ with the types. Last, the focus of school choice was not selection methods of students.
The implications for applying school choice to Korea are as follows. First, the first goal of school choice is not student or school improvement, but improvement of basic human right. Second, Korean cases of school choice compares quite well with American school choice. Third, American school choice is not a finished product, but a progressive form. Fourth, American school choices have the spectrum of the assumption, concept, and goal. Fifth, the real meaning of school choice is not the resurrection of entrance exam, but the competition of public funding.
