위장 탈북자 간첩 실태와 대책 = A Study on Defector-disguised North Korean Spies and South Korea's Countermeasures

국문 초록 (Abstract)

최근 북한의 대남공작(對南工作) 부서는 보다 안전하고 손쉬운 공작활동을 위해 간첩을 탈북자로 위장시켜 탈북자의 국내입국 루트(route)를 통해 침투시키고 있다. 국내로 침투한 위장 탈북자 간첩을 공안당국이 합동신문을 통해 걸러내지 못한다면, 이들에게 합법적인 신분과 정착금을 지원해 대남공작 활동 기반을 만들어 주는 꼴이 될 수 있다.
위장 탈북자 간첩의 국내침투 차단과 발본색원은 어느 특정기관만의 책임이 아니라 우리사회가 함께 해결해야할 국가와 국민의 생존이 걸린 현실적인 문제이다. 그래서 탈북자에 대한 신문과정은 대단히 엄정하고 냉철한 판단과 잣대가 적용될 수밖에 없다. 위장 탈북자 간첩을 색출하기 위한 재검증 시스템을 국가안보 차원에서 가동해야 한다.
여기에는 정부당국의 노력도 중요하지만, 탈북자 사회가 동요하지 않도록 국민들의 온정의 손길 또한 필요하다. 탈북자 또한 사회적응ㆍ정착을 위한 자활 능력을 길러야 한다. 이렇게 된다면 탈북자 지원에 대한 국민적 합의와 사회적 분위기가 조성될 수 있다.
탈북자들은 특별한 문제를 지닌 존재가 아니다. 이들은 우리와 함께 살아가는 평범한 이웃 주민이자 통일시대 남북주민간의 다양한 갈등을 해결하는 매개자다. 위장 탈북자 간첩 여파가 탈북자 사회에 대해 부정적으로 투영되는 것은 사회통합에 결코 바람직하지 않다.

다국어 초록 (Multilingual Abstract)

North Korea sends defector-guised spies to South Korea using the same escape routes that North Korean defectors take. This tactic is considered safe and virtually undetectable as a spy operation; it is not easy for South Korean authorities to detect the foreign agents in plausible disguise, particularly when they are intermingled with real defectors.
Spies, disguised as defectors, that slip through the web of interrogations by relevant South Korean agencies without being identified or caught, receive legitimate identity recognition, papers, and government grants. Hence, more robust screening should be established to detect North Korean defector-disguised spies. In addition, more detailed guidance and rigor should be developed within the process itself. The matter of rigorous screening is very grave, indeed, as this touches on the core value of South Korea's national security.
A collateral effect of increasingly rigorous screening of North Korean defectors will be that the community of legitimate North Korea defectors will suffer increased suspicion and challenges to their veracity, likely leading to frustration and anger among these. Accordingly, strengthening spy-detection mechanisms should be done delicately, with special attention to their valid concerns. In all other respects, national care and support for North Korea defectors must be maintained.
North Korean defectors are not special people, but are simply our local neighbors. But these neighbors can play a vital role in mediating possible future conflicts between the two Koreas, with a view toward re-unification. This paper emphasizes stronger screening processes for exposing defector-disguised North Korean agents, but such screening should not disrupt the South Korean assimilation of North Korean defectors.
