      The purpose of this paper was to study the outcomes of the first stage innovation schools(FSIS) in Jeonbuk. 325 teachers, 802 parents, and 944 students in FSIS, were surveyed. The questionnaires were composed of 39 items for teachers, 14 items for parents, and 13 items for students. What found in this study were as follows: First, the outcomes of innovation schools were bigger in elementary schools than in secondary schools. Second, both teachers and parents of FSIS appreciated that the school culture changed democratically. Third, teachers of FSIS appreciated that the supporting system for teachers helped them to focus only on their teaching. Fourth, teachers of FSIS reported that they diversified the curriculum from textbook oriented to activity oriented. Fifth, teachers of FSIS reported that they worked hard to improve their teaching. Sixth, teachers of FSIStestified that the communication and cooperation culture among schools, students, parents, and the local community were getting developed. Seventh, teachers of FSIS expressed that they were happy to work in a FSIS. Eighth, parents of FSIS were quite pleased with their kids` schools. Ninth, both elementary and secondary students of FSIS perceived that the level of teacher kindness and school satisfaction were average. In sum, the FSIS in Jeonbuk achieved the desired results substantially.
