In this research, I define the alliance cohesiveness as the degree of cooperation between alliances in security policy. The ``alliance security culture`` is the core variable which affect on the change and development of the alliance cohesiveness. I argue that the alliance cohesiveness can be changed when the alliance security culture reevaluate the threat recognition and alliance interest. In this study, I estimate the cohesiveness of ROK-U.S. Alliance based on the indices such as military power and armament of the United States Force Korea (USFK), pledges of leaders, the degree of alliance institutionalization and ROK-U.S. Joint Drills. In conclusion, the alliance cohesiveness has been changed by alliance security culture consists of alliance norm and alliance security identity. Several policy implications arc derived from above discussion. First of all, the United States should accept and admit the change of alliance security culture of South Korea in order to strengthen the ROK-U,S. Alliance. For this, it requires that the interpersonal exchange between policy makers involved in the alliance policy should be activated as well as legitimized to understand the mutual alliance culture. Secondly, ROK has to consent to the necessity of the stationing of U.S. military in Korea without any sentimental access for ``independent or equality`` until ROK develop enough military power. The development of public awareness and the growth of economic capability after the Cold War have increased requirement of autonomy in military policy. However, it is desirable that alliance conflict should be minimized by the formulation of alliance security culture for ``independent cooperation`` type. At last, it demands every effort to establish the regional security council of ROK-U.S. Alliance, The Republic of Korea can easily resolve such hot issues as the defense cost-sharing, relocation and deployment of the USFK, SOFA and the restriction of wartime operation control.
