공공기여의 질적 제고를 위한 기부채납 효용성에 관한 연구 = 서울시 도시계획구역을 중심으로

국문 초록 (Abstract)

본 연구는 필수기반시설이 이미 확보된 기성시가지이자 가용지가 부족한 도시에서 기부채납이 도로와 공원으로 편중되고 지역에 필요한 기반시설 도입과 무관한 공공기여의 문제점을 분석하였다. 본 연구의 분석은 필수기반시설이 젓분하고 양호한 지역에 실질적으로 필요한 시설이 설치될 수 있는 공공기여의 질적 제고를 이루고자 함을 목적으로 한다. 분석 및 결과를 정리하면 첫째, 서울시의 공공기여 실태분석을 통해 도로, 공원이 기부채납의 대부분을 차지함을 알 수 있었다. 둘째, 가장 많이 기부채납된 도로와 공원이 실제 필요에 의해 공급된 것인지 효용성을 분석하였다. 그 결과 도로와 공원이 양호한 지역과 부족한 지역 모두 비슷한 항목과 양을 기부채납하고 있음을 알 수 있었다. 마지막으로 효용성분석 결과를 통해 사업구역을 유형화하여 필수기반시설 양호지역과 부족지역으로 구분하였다. 양호지역은 필수기반시설 외에 지역 여건을 고려한 수요자 중심의 공공기여 요소가 기부채납되어야 하며, 이는 기부채납을 적극적으로 활용함으로써 가용부지와 재원부족으로 인해 설치가 어려운 시설을 도입하는 효용성과 공공성있는 공공기여가 될 수 있을 것으로 사료된다.

다국어 초록 (Multilingual Abstract)

This study analyzed the contributed-acceptance scheme for roads and parks as well as the problems of public contributions that are unrelated to local regional needs. This study aims to improve the quality of public contributions by supplying required infrastructure that can be actually be installed in sufficient area of road or park. The results follow. First, through the analysis of actual conditions of the public contribution in Seoul, roads and parks constituted the majority of contributed-acceptance. Second, it analyzes whether the contributed roads and parks effectively addressed real needs or not and finds that similar items and amounts were contributed in areas with both sufficient and insufficient roads and parks. Finally, through an effectiveness analysis of essential infrastructure, development areas were categorized as areas with sufficient and insufficient essential infrastructure. The study concludes that public contributions for contributed-acceptance in areas with sufficient essential infrastructure should be consumer-oriented. Also, by actively utilizing contributed-acceptance, public contributions can be more effective and public areas that lack available land and resources.
