캐나다와 호주 전문대학의 이주민을 위한 교육현황과 다문화교육에의 시사점 = Educational Provision of Community Colleges for Immigrants in Canada and Australia: Implications for Korea

다국어 초록 (Multilingual Abstract)

This study aims to demonstrate the characteristics of the community college education’s educational provision for immigrants in Canada and Australia. It is expected that this study can produce a critical implication and insight for Korean community colleges’s active engagement in the multicultural context. Major findings revealed that Canadian community colleges have been actively involved with multicultural policy and immigrants’ different learning needs, providing bridging programmes to support immigrants’ social integration and increase their job-related capacity. In Australia, TAFEs have extensively provided English language support programmes and vocational training programmes as well for newcomers.
Canadian and Australian cases produced three key implications to Korean community colleges. First, Korean colleges should reconstruct to develop educational provision for immigrants. Second, colleges should play a crucial role to empower immigrants’ capacity building and widen accessability to higher education. Finally, Korean colleges’ multicultural education provision should be extensively implemented using local community’s resources and network.

국문 초록 (Abstract)

본 연구는 다문화 배경을 가진 인구가 점증하는 우리사회에서 이주민의 고등교육 기회 확충과 역량 강화를 위한 전문대학의 새로운 역할과 방향을 고찰하기 위해 수행되었다. 이를 위해 캐나다와 호주의 전문대학이 추진해 온 이주민을 위한 교육프로그램과 교육 사례를 밝힘으로써 우리나라 전문대학에의 시사점과 방향을 도출하였다. 연구결과에 따르면, 캐나다의 전문대학들은 이주민들의 조기 적응과 빠른 노동시장 진입을 위한 ‘브릿지 프로그램(bridging programs)을’ 개발·제공하여 이들이 노동시장에서 활동할 수 있는 발판을 제공하는 특성을 가지고 있었으며 호주의 경우 전문대학들을 중심으로 이주민 영어교육 시스템을 구축하고 이와 함께 지역사회에 기반을 둔 직업교육 중심의 프로그램을 제공하는 특징을 가지고 있었다. 이처럼 양국의 전문대학들은 이주민의 역량 강화를 필요로 하는 전 사회적인 요청과 이주민 스스로가 필요로 하는 다양한 학습요구를 유연한 교육과정의 제공을 통해 부응하고 있었다. 마지막으로 본 연구는 세 가지 측면의 시사점과 발전과제를 제안하였다. 첫째, 이주민을 위한 고등직업 교육기관으로의 전문대학의 교육체제 정비가 시급하며, 둘째, 전문대학을 활용한 이주민의 고등교육 기회 확충과 역량 강화가 내실화되어야 하며, 셋째, 지역사회 자원을 활용한 전문대학의 다문화교육 프로그램이 확대되어야 할 것이다.
