사립대학 재정지출 변인과 교육의 질 관계에 대한 탐색적 분석

In consideration of the financial changes surrounding Korean higher education due to government regulation on tuition raise, this study examined the changes in higher education quality indicators and explored the relationships between institutional expenditure patterns and quality indicators using higher education information data and private universities' funds statement from 2010 to 2013.
First, the total institutional expenditure in real terms has increased a bit and real per pupil expenditure drawn from higher education data system also increased. But the latter was deemed unreliable because each year's PPE was differently defined. Percentage of salary expenditure consistently increased and percentage of administration expenditure dropped in 2012, which indicated an increase in efficiency. Percentage of research decreased little by little and percentage of student aid rose sharply in 2012. Percentage of academic support expenditure decreased in 2012. Percentage of small-sized classes increased while large-sized classes decreased. Employment rates have increased year by year, but dropped in 2012.
Second, the panel regression analysis to examine the relationship between institutional expenditure and quality indicators showed that PPE level was statistically significantly associated with faculty-student ratio, percentage of small-sized classes and mid-level PPE institutions' employment rate was statistically significantly higher than that of low-level PPE institutions. Percentage of student aid were positively related to quality indicators.
In conclusion, the findings indicated that although decrease of higher education quality was hardly detected within the limitation of analyzed data, PPE was positively related to quality indicators and policy efforts for PPE not to fall are needed. Finally, it is suggested that we should conduct research on the impact of change in higher education finance on higher education quality change with additional time-series data when they are available.
