다국어 초록 (Multilingual Abstract)

The purpose of this paper is to examine the actual situation of educational gap and educational
welfare in Daejeon, and after grasping the problem to make a counterproposal.
To find out the existing educational gap between the east and west side of Daejeon, statistical and
internal data provided by Daejeon Ministry of Education and Korea National Statistical Office were
analyzed. The result showed that in terms of living and educational conditions the east side lags
behind the west.
To find out the status of educational support and its related problems, group discussions and
interviews were carried out with educational professionals, and the problems were discovered to be as
follows: first, a lack of proper understanding about educational welfare and its support system;
second, overburdened teachers and problems with student management; third, a lack of community
networking; and fourth, misunderstanding about the top down policy making process and practices.
Therefore, in order to resolve the problems, the researcher recommends the following: first, to
eliminate the quality gap between school facilities and to reallocate schools to promote balance;
second, to expand educational support for educationally maladjusted and alienated groups; third, to
expand autonomy and participation through bottom up policy making process and raising awareness;
forth, to improve education, culture and welfare for lower class family on a nationwide level; and
finally fifth, to legislate regulation for improvement of local, provincial educational finances.
