The purpose of this research is to look into the Inter-Korean Relations during the period of Roh and Lee Government and analyze the public opinion on Policy towards the North and on the Aid issues as well as the factors that affect the Public opinion on Aid to North Korea. The personal exchange between the two Koreas had been decreased from Roh Government to Lee Government. Moreover, the rate of perceiving the North as a threat had been increased since the shift of South Korean government policy. It is noted that the change in the public perceptions can be explained by the increase of security threat the public face due to the change of policies towards the North and also due to the North Korean Nuclear issues as well as the North Korea’s provocative attitude. Although the relations between the two Koreas have not been intimate during the Roh and Lee Government, the Inter-Korean economic cooperation has continued. The biggest controversial issue was the aid to the North. Multiple Regression Analysis is applied to find out which factors exert influence to the public when evaluating the level of Aid to the North. The results reveal that it was the public’s perception towards the North and towards the unification which influenced the evaluation on the level of Aid to the North by the South Korean Government.
