문화예술교육정책에서의 창의성 인식에 관한 비판적 연구 = A Critical Study of the Concept of Creativity Reflected in the Korean Arts and Cultural Education Policy Context

This study aims to present a critical examination of the ways in which theconcept of creativity is recognized and utilized in the arts and cultural educationpolicy context, by way of analysing how they are differentiated from orresembled with the recent scholarly discussions of creativity. To this end, thestudy employs a case analysis of two specific government-initiated arts andcultural education policy projects: ‘the Arts-Flower Seed School Project’ and ‘theKumdarak Saturday Cultural School Project’. It examines how creativity isconceptualized in each project’s suggested policy goals as well as the creativityindex applied for the policy evaluation of the respective project’s effectiveness;and identify some distinctive characteristics of creativity as a policy concept inthe Korean arts and cultural education policy context. Analyses provideevidence that whilst creativity is rhetorically assumed as an instrumentalresource for national development and economic prosperity, there is a lack ofevidence, as well as understanding, of the extent to which individual creativitycan become transformed into collective creativity that brings about, namely,national development and economic prosperity. The study also points out thatthere is an innate tension between creativity of the arts and cultural field andcreativity as a policy concept. It argues for a crucial need of the currentdiscussions of creativity in the arts and cultural education policy context to be rigorously re-examined.

국문 초록 (Abstract)

이 연구의 목적은 국내 문화예술교육정책에서 창의성 개념이 어떻게 인식되고 있으며, 이러한 인식이 기존 학문적 논의에서 다뤄진 창의성 개념과 어떠한 유사성 혹은 차별성을 갖는지를 분석함으로써 정책적 맥락에서 사용되고 있는 창의성 인식의 문제점을 비판적으로 고찰하는데 있다. 이를 위해, 아동·청소년의 창의성 제고를 목표로 한국문화예술교육진흥원 주관 하에 진행되어온「예술꽃씨앗학교」와 「꿈다락 토요문화학교」사업을 사례분석의 대상으로 삼는다. 각 사업이 제시하는 정책목표 및 해당 사업의 효과성 분석에 있어 활용된 창의성 평가지표를 살펴봄으로써, 정책 논의 및 실행에서 드러나는 창의성 인식의 특성을 분석·제시한다. 연구결과, 문화예술교육 정책에 반영된 창의성 인식은 ‘개인의 창의성이 집합적 창의성으로 발현될뿐 아니라 경제 및 사회발전의 자원으로 활용될 수 있다’는 암묵적 전제에 기반을 두고 있으나, 사실상 개인의 특질로서의 창의성 개념에 천착하고 있으며, 개인의 창의성이 구체적으로 어떻게 사회발전 및 경제발전의 동력(즉, 집합적 창의성)으로 작동할 수 있는가에 대한 명확한 근거제시가 미흡한 것으로 나타났다. 이러한 분석결과에 근거하여, 이 연구는 문화예술교육정책에서의 창의성 논의가 문화예술의 일반적 창의성 논의를 단순히 차용할 것이 아니라, 다양한 차원에서 보다 심층적으로 전개될 필요성이 있음을 지적한다.
