인간의 비합리성에 대한 고려와 공공정책에의 함의 = Human Irrationality and its Implication for Public Policies: An Application of Behavioral Ecomomics to the Nuclear Energy Policy

국문 초록 (Abstract)

행동경제학은 인간의 비합리성이 유사성을 지니거나 일정한 패턴이 있다는 것을 밝혀냄으로써 인간의 실제모습에 기초하여 인간행동을 설명하고 사회현상을 분석하며 이를 통해 정책적 함의를 도출하고자 다양한 연구성과를 축적해오고 있다. 이 논문은 행동경제학의 연구성과를 원자력에너지정책에 적용하여 몇 가지 비합리성의 패턴 - 프레이밍 효과, 이용가능성 휴리스틱, 감정 휴리스틱 - 이 원자력에너지정책의 합리성을 제약할 수 있음을 밝혀내었다. 이를 위해 주요 일간지 중 성장주의 입장을 취하고 있는 동아일보와 환경주의 입장에 서있는 경향신문의 5개년도(2009. 1. 1.∼2013. 12. 31.) 사설에 대한 내용분석을 통해 이 기간을세 단계로 나누고 각 단계별로 세 가지 비합리성의 요인이 어떻게 작용하고, 그 결과 정책내용의 합리성을 어떻게 제약하는지 분석하였다. 이를 통해 원자력에너지정책의 합리성을 제고할 수 있는 단기적 방안이 힘들다는 점을 밝혀내고 장기적 발전방안을 제시하였다.

다국어 초록 (Multilingual Abstract)

The behavioral economics has shown that human is irrational at best, that is, not through but simple heuristic approach is used for judgements and decision making. In this paper we borrow three concepts of cognitive heuristics of framing effect, availability and affect from the behavioral economics, and applying them to evaluate how the nuclear energy policy of Korea has been transformed before and after the melt-down of Fukushima nuclear plant in 2011. We found that the old frames of conservatism and progressivism has dominated the main news papers in abipartite way and that the three heuristics triggered the people``s cognitive judgement in such away that the response of the general public was swayed to some degree. We also found that the conservative government is manipulating the political events, influencing the people``s attitude forward the energy policy. We conclude the paper by advocating the delegation of energy policies from the central government to the local ones in order to enhance the degree of rationality in the social decision making on energy policy.
