AHP를 이용한 공적개발원조(ODA) 사업의 성과지표 연구 = The Development of the Quantitative Evaluation Model for the ODA Projects’ Achievements using AHP

국문 초록 (Abstract)

우리나라는 1987년부터 대외원조를 시작한 이래 매년 ODA 규모가 증가하고 있으며, DAC 가입으로 ODA의 중요성이 더욱 강조되고 있다. 그런데 세계적으로 각국의 원조예산 압박이 심화되면서 원조 효과를 실질적으로 높일 필요가 제기되고 있고, 이로 인해 성과평가의 중요성이 강조되고 있다. 그리하여 DAC가 제시한 5가지 기준이 국제적으로 통용되고 있으며, 정량적인 평가의 중요성이 강조되고 있다. 그러나 아직 사업별로 성과를 정량화하여 평가한 사례는 찾아볼 수 없다.
본 논문에서는 ODA 사업 중에서 산업통상자원부가 주관하는 산업자원협력개발지원사업들을 대상으로 5대 항목과 11가지 세부 평가지표로 구성된 평가기준을 도출하였다. 그리고 세부 평가지표별로 가중치를 산정하여 정량화함으로써 사업간 성과의 우열을 명확히하고, 이를 반영하여 선택과 집중 전략을 추진하는데 필요한 근거를 제공하고자 하였다. 이를 위하여 전문가의 의견을 모으고, AHP 모형을 적용하였으며, 시뮬레이션을 수행하여 실제 적용하는 데에 문제가 없음도 확인하였다.

다국어 초록 (Multilingual Abstract)

Korea has increased the inputs for ODA projects year by year from the beginning of the aid to foreign countries in 1987. And the importance of ODA is more emphasized with the joining to the DAC. Facing the global economic recession, the assession of the ODA projects’ outcomes has been emphasized to improve their practical effectiveness under the heavier budget pressure.
Thereafter the DAC suggested major 5 criteria, which is positioned as the global standard. Moreover, the quantitative estimation is risen as the major issue nowadays and it is yet hard to find out the comprehensive model case giving the rational weights to each criterion.
This study built a quantitative estimation model using AHP based on the experts advise, with 11 items constituting the 5 major criteria. This model aims the ODA projects by the Korean MOTIE for the first hand, and is proved without problems in practical application by simulations. This model will help to increase the outcome from ODA projects by giving the incentives to whom in charge of and the data for selection and focusing.
