정책여론 형성 과정 연구 = 이명박정부의 보육료 지원 정책을 중심으로

국문 초록 (Abstract)

현대 민주주의 사회에서 여론은 사회 전반에 많은 영향을 미치고 있다. 특히 정책에 관한 여론이 형성되면 그냥 소멸하지 않고 해당 정책에 다시 영향을 미친다. 본 연구에서는 이와 같은 정책에 대한 여론의 동태적이고 순환적인 현상을 설명하는 이론적 모형으로서 개방된 폭포수 모형을 제시하고, 경험적 자료를 토대로 분석하였다. 정책과정의 단계를 정책의제설정, 정책결정, 정책집행 및 정책평가 과정으로 구분하고, 각 정책과정마다 여론을 형성하는 주요 참여자가 어떠하며, 형성된 여론은 정책내용에 어떠한 변화를 초래하는지에 대하여 살펴보았다. 이를 위해 이명박정부 시기에 보육료 지원 확대를 정책으로 채택하고, 구체적인 내용을 수립하여, 실제 집행한 고위 정책결정자들을 심층 인터뷰하고, 주요 일간지 보도를 내용분석 하였으며, 수용자 서베이를 실시하였다. 연구 결과, 정책의제설정 단계에는 정부와 오피니언 리더 중심으로 여론이 형성되었고, 정책결정 단계에는 정부와 언론 중심으로, 정책집행 및 정책평가 단계엔 정책수요자 중심으로 여론이 형성되는 것으로 나타났다.

다국어 초록 (Multilingual Abstract)

It is essential to consider public opinion in implementing a policy successfully in a modern democratic society. Otherwise, it would be difficult to achieve the goal of the policy. The public opinion on the public policy affects the policy itself, so it is necessary to analyze how public opinion is built. The policy process is divided into policy agenda setting, policy decision making, policy implementation and policy evaluation. In this article, the character of the public opinion process according to the policy process is analyzed by in-depth interview with the former ministers of welfare and the contents analysis of the daily newspapers, and survey. In result, the government and the opinion leaders are the main participants in constructing public opinion in policy agenda setting process, the government is doing a pivot role in policy decision making process, and people is the main participant in policy implementation and policy evaluation process. The press does not have much role in the policy agenda setting, but takes an important role in the policy decision making, implementation and evaluation process. Applying the result, an open cascade model is proposed to explain the process of the public opinion on the public policy.
