한국 관료제의 트릴레마 해부 = An Anatomy of the Bureaucratic Trilemma in Korean Public Administration

국문 초록 (Abstract)

본 연구에서는 2만 불이 넘어선 경제성장 상태에서 민주주의를 지속하면서 한국 관료제 가 강하고 효율적인 모습으로 지속가능할 것인지 논증해보았다. 한국 관료제는 1970년 대 산업화 시대에 효율적 장치를 내장하고 획기적인 경제발전을 이루어내고, 이를 토대로 성장한 시민사회를 통해 민주주의가 공고화되는 과정에 있는 것으로 나타났다. 그러 나 우리나라 관료제는 여전히 민주주의 측면에서뿐만 아니라 효율성 측면에서도 비판을 받고 있기 때문에 트릴레마에 빠져있는 것으로 분석되었다. 2014년 4월 16일 세월호 의 침몰사고에서도 확인할 수 있듯이 무능하고 비효율적인 관료제가 결코 민주적일 수 없으며, 효율성이 내재된 강력한 관료제가 오히려 민주주의 발전의 기본조건임도 확인 할 수 있었다. 그러므로 우리나라 관료제가 국가발전의 지속적인 구심체로서 작동하기 위해서는 막스 베버의 관료제 모델의 확장 해석이 요구되는 것으로 나타났다. 결론적으로 본 연구에서는 기존 관료제 규칙의 합리적인 재설계, 부처할거주의의 확장 해석을 통한 분업과 조정원리의 보완, 네트워크 조직을 통한 명령통일 원리의 확장, 그리고 협력기획을 통한 전문성 원칙의 보완을 제안하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to argue the bureaucratic trilemma among governmental bureaucracy, efficiency and democracy in Korean public administrative context. I found that Korean governmental bureaucracies are neither efficient nor democratic under the uncertain and fast-changing information society. Even though Korea is much richer ever before, government does not efficiently support the economy and civil society. In dam construction and transmission line construction, governmental bureaucracy is even more authoritarian and oppressive under Park administration. I also found that governmental bureaucracies are even more inefficient and weaker in an emergent situation like the sinking disaster of Korean ferry Sewol April 16th 2014. So I suggest that market-based rule-making, check-and-balance organizational system design, bureaucracy-networked organization, and collaborative planning for specialized decision be needed for overcoming the bureaucratic trilemma in Korean public administration.
