      The objective of this study is to develope an analysis system of DB and GIS through the application of Web GIS, and to construct a system which can offer the informations for water environment management. The expert and the public related to the environmental problems can get the accurate information of various environmental problems on the basis of web without time and space limit, such as the management of nonpoint pollution etc..
      Therefore, in this study, the system was tried to be constructed, which can satisfy the public's right to know and can induce the voluntary participation of the local natives in the environmental impact assessment. A web based efficient data management system has been constructed about the informations of Web GIS, Water Environment, and Picture Web.
      By the application of this system, the central and local government could establish and manage the consistent distributed environmental informations.
      This system was developed for the expert and the public related to the environmental management and was designed with the operation system of Internal Client, DB Server, Web GIS Server, Web Server, and Windows 2000 Server. ArcView 3.2 of ESRI company has been used to supply the graphic and attribute data, and DB of the attribute data was constructed using MicroSoft Access. Attribute information service and dynamic web service is offered by ASP for the DB service to the web users. ASP, HTML, and Script have been used for the development technique and tool of client interface. Arc/IMS 3.1 and IIS Web Server were used for the construction of Web Server.
      The derived results through this research can be arranged as follows :
      First, the efficiency of the input and management technique of the vast environment information data has been improved using Arc/ IMS of Web GIS and the implementation technique of interface, ASP.
      Second, the public can voluntarily participate the environmental impact assessment using the developed web based information management system of water environment. Also, using this system, the environmental policy can consistently be implemented, decided, operated, and notified.
      Third, by using this system, everyone can perform the GIS works such as scaling and transfer of maps, information inquiry through Web Browser.
      The information manager can send the environment informations with map image on the basis of web, so that the remote user can analyze all the environmental informations very easily. As an example of this tasks, the estimation of pollution load in watershed can be selected ( location of the pollution source, relevant attribute data, modeling for the future prediction etc. ). Fourth, the clients can easily acquire the wanted data from the web based information through networks.
      As shown in the above results, the web based analytical system of GIS and DB has been developed in this study, and the web based water environment management system was constructed about Choonchun city. By the application of the developed system on the city of Choonchun, the methodology has been developed for the selection criteria of the priority area of the management of nonpoint pollution sources.
      This developed system cab be used for the objectives such as follows
      · Analysis and notification of water environment information
      · Distributed information management system of water environment
      · Political decision making and designing tools for the projects related to the conservation and the improvement of the water environment.
