Labour movement is an essential component when we try to understand democratization process and social changes in Korea. It is also true that records are the key for understanding the labour movement. Records of the labour movements are a historical and evidential heritage that would illustrate the changes of modern Korea to our next generations. Those records at the same time verify that the records creators, such as workers and labour unions, are main agents of Korean history.
In Korea, there has not been enough efforts to take care of the records about labour movements due to workers and labour unions' lack of understanding on records management as well as worries about the possibility that the records would provide an excuse for oppression on labour movements.
However, records created and accumulated by the Federation of labour unions in Masan·Changwon region(Ma-Chang Noryun hereinafter) are a rare case because they have been maintained intact even after the breakup of the federation. This case has its own value to be a good lesson for managing labour movement records as it offers many issues to put on our thinking.
This study is to explore the issues related to management of labour movement records in light of the experience of Ma-Chang Noryun records. As theoretical background for this study, documentation strategy has been examined and the internal and external cases and trend of management of labour movement records have been looked into. Also, forming process, internal structure and present condition of the record set of the Ma-Chang noryun have been reviewed. At the conclusion, problems Ma-Chang Noryun records management experience have been analysed with suggesting possible solutions.
Mosaic approach to the documentation strategy has helped to argue that the records of non-mainstream groups and minorities are also essential puzzle pieces when we form archival heritage that restructures and fully represents the society we belong to. In this regard, managing labour movement records become necessary and significant.
Foreign cases reviewed in the course of this study have demonstrated their focus on the principle of provenance and providing contextual information. Also, history of labour movement in United States of America has showed a paradigm shift from historical manuscript repositories to institutional archives, archival trends in the modern society and ever changing issues concerning records management.
Unlike the foreign cases, domestic cases seem to focus on item level when they organize and describe records and to gradually provide contextual information such as forming and dispersing process of the record sets.
Manuscripts of Ma-chang Noryun consist of not only records created from the headquarter office but also records of individual unions and adjacent organizations. Criteria to arrange these records have changed through trial and error from subject base to provenance and original order of the group of records.
This study suggests that the records be reorganized according to the needs of users and be described comprehensively on the basis of current organizational structure. Authority control is also required for user accessibility.
It is also suggested that the Machang Noryun manuscripts be managed by trained records professionals supported by material and human resources. Forming a network connecting organizations with interest is also desirable.
Even though current state of management methods of Ma-Chang Noryun manuscripts does not perfectly fit to the archival standards, Masan-Changwon has great potential to provide a good sample for labour movement record management.
