牛乳需給 및 流通上의 問題點과 改善方案에 關한 硏究

Dairy industry in Korea, indebted to the extention of make demands and the promotion policy of dairy, has been brought up in quantity, but the qualitative improvement is insufficient corresponding to it, and the problems against its growth occur frequently.
Accordingly, the purpose of this study is to seek after the problems of demand, supply and distribution of milk on the rise as the pressing task in order for Korean dairy industry to extend continuously for the future at this turning point, and to present the reform measures for it. According to such a purpose, this study was done mainly in dependence on reffering to Sundry records, being made a major objects field of demand, supply, and distribution of milk in a dairy industrial field, and a shortage of data was filled up by various kinds of paper investigation. Following this, in chapter2, the significance and the present condition are made out on our dairy industry and dairy policy supporting it, together with surveying the feature and major policy of dairy industry according to development phase.
Consequently, our dairy industry, grew rapidly at the bottom of increase in milk demands by dint of external factors, such as economic development and the rise in income etc., and the dairy policy at the head of it has in major contents policy out-and-out growth such as pr ice support and introduction of milking cows.
Next, in chapter 3, this work at tempts an analysis of the problems associated with structure and feature on demand, supply and distribution of milk, which are inner factors of dairy industry. The analysis shows many problems, that is, quite vast is negotiating power between suppliers and consumers, and owing to the inadequate control fuction of supply and demand by means of price, an increase in distribution expances and a falling off in quality are the main features, so there exist many problems. In chapter 4, on policy having a definite on supply, demand and distribution of milk, I classified according to an important tax policy, made comparative analysis of the main dairy countries and our countries.
Here as compared with the main countries, which accounts for immense finances, besides sets up and runs concretely all around price support, control of the amount of materials, frame work of supply and demands, gathering of milk, and inspect ion system, the fact is that our country has no clear alternative but supporting system of milk price.
In chapter 5, I seek after the problems and reform measures of supply, demand and distribution of milk in Korea on the basis of analysis outcomes as previously examined, in fine reached a conclution as follows ;
1. A selling pr ice system of raw milk should be enforced, complementing the problems of currently-fixed supporting price system in a short term, but converted into an economically flexible graded system of price for the long run.
2. Scattered and nontypical system of manufacturer should, rearranged into manufacturer group both in name and reality, and milk marketing board should be enforced.
3. Plurally overlapped collection of milk needs to be unified into manufacturer group, and inspection of raw milk should also be brought under public management.
4. Non-systematical related laws and regulations of dairy farming should be compositely kept in order, by means of dairy promotion law.
