개발도상국 대상 국내 CM제도 정착을 위한 CM업무 및 대가 모델링 : 캄보디아 사례를 중심으로 = Modeling of Construction Management Work Scope & Fee Structures for Developing Country: Focusing on Cambodia

국문 초록 (Abstract)

2015년 해외건설 수주는 유가하락에 따른 발주량감소, 엔화·유로화 약세, 수익성 악화 방지를 고려한 기업들의 선별적 수주 노력 등으로 해외건설 수주액이 급감하고 있으나, 아시아지역의 해외건설 수주는 강세를 보이고 있다. 또한, 최근 동남아시아 개발도상국의 지속적인 경제발전, 건설수요의 증가, 낮은 건설 품질 및 전문 인력 부족, 건설 제도와 법률적 기반취약 등의 이유로 한국형 CM제도 도입 사업이 활발히 진행 중에 있다. 한국형 CM제도는 그 하위기준으로 업무범위, 대가기준, 선정절차 등이 존재하며, 업무범위에 따른 한국형 대가산출 방식에 따라 기준이 수립되어 있어, 개발도상국의 현지 여건에 맞는 기준이 필요한 실정이다. 따라서 본 연구를 통하여, 한국 건설 산업이 보유한 풍부한 경험과 노하우를 바탕으로 약 15년에 걸쳐 수정과 보안을 거친 국내 기준의 변화과정을 파악하고, 캄보디아 현지실정에 맞으면서도 국내 제도의 큰 체계를 훼손하지 않는 범위에서 CM업무범위와 대가기준을 모델링 하고자 하였다. 또한, 본 연구를 성공적으로 수행하기 위한 전략으로 「수요국 실정 반영」, 「국내 CM제도 벤치마킹」, 「글로벌스탠다드 도입」의 세 가지 전략을 수립하여 연구를 수행하였으며, 이를 기반으로 캄보디아 도입의 적정성 및 중요성을 판단하여 CM업무범위와 대가기준을 모델링 하였다.
CM업무범위는 건설기술진흥법 하위기준인 국토교토통부 건설사업관리 업무지침에 기반을 두어, 이를 글로벌스탠다드화한 업무범위를 제시하였다. 글로벌스탠다드화를 위하여 미국건설관리협회(CMAA)에서 제안하고 있는 방식과 유사한 한국건설관리협회(CMAK)기준으로 업무체계를 재구성하여 초기 업무범위를 도출하였으며, 해외경험이 풍부한 실무진대상 설문조사를 통한 CM업무의 중요도 및 캄보디아 현지 적용성을 판단한 핵심 업무범위를 도출하였다. 또한, 캄보디아 현지 건설부 공무원의 의견과 한국건설관리협회의 자문을 받아 단계별/기능별 패키지화할 수 있는 Matrix 형태의 캄보디아 CM 업무범위를 모델링 하였다.
CM대가기준은 건설기술진흥법 하위기준인 국토교통부 건설사업관리 대가기준에 기반을 두어, 캄보디아 현지에 적용이 불가능한 요소 및 현지 문화와 업무관행 등을 고려한 대가기준을 모델링 하였다. 국내의 대가기준은 큰 틀에 있어서, 글로벌스탠다드인 실비정액가산방식(Cost Plus Fixed Fee)을 따르고 있다. 하지만, 직접인건비 산정에 있어서 공사난이도 및 보정계수를 적용토록 하고 있으며, 이는 국내의 건설 환경 및 기준에 맞춰져 있다. 따라서 이 부분에 대한 캄보디아 현지화에 대한 필요성이 있었으며, 해외경험이 풍부한 실무진 기반으로 자문을 받아 캄보디아 CM 대가기준을 모델링 하였다.
본 연구에서 도출한 모델은 개발도상국의 국내 CM제도 도입에 있어서 디딤돌이 될 수 있는 기초연구결과로써, 후속 진행될 개발도상국의 국내 CM제도 도입에 있어서 큰 도움이 될 수 있는 연구결과를 제공하고자 하였다.

다국어 초록 (Multilingual Abstract)

Amount of global construction orders (overseas construction business/orders) in 2015 was sharply decreased due to falling oil prices, weakening the Yen(￥) and the Euro(€) and profit-minded contracts of the companies. On the other hand, overseas construction business in Asia has remained strong. Business based on Korean CM (Construction Management) system have been conducting for the Southeast Asian (developing country) by reason of the increasing of construction demand, low construction quality, professional labor shortages and weak construction legal. However, standards which is adapted local conditions in developing countries are required for work scope and fee structures, because Korean CM system was made for their construction environment. The objective of study is to model CM work scope and fee structures for developing country based on Korean CM system.
In this study, CM work scope and fee structure were made with the three strategies; 「Reflect demand country circumstances」, 「Benchmark Korean CM system」 and 「Introduce global standard」. First, CM work scope of this study was modeled on considering work scope of global standard (Construction Management Association of America; CMAA), and Construction Management Association of Korea (CMAK) of Korea's Ministry of Land, Infrastructure and Transport. In addition, CM work scope was determined through survey of the experts for evaluate work importance and local applicability. This results were converted to a matrix form that is possible to order functional & phase package. Second, CM fee structure modelling was based on structure of Korean Ministry of Land, Infrastructure and Transport. This modelling was considered the non-local application elements, the local culture and business practices in Cambodia. The Cost Plus Fixed Fee is being applied for Korean CM fee structure, however, the construction difficulty and correction factor for calculating direct labor costs are based on Korean construction environment and standard. So, this parameters was revised through consultation with experts.
This Models are a basic determination that could be a stepping stone for introducing the Korean CM system in developing countries. This study will help to be a Korean CM system introduced in developing countries.
