제외국 식품 기준 • 규격 및 시험법 공정서 운영체계에 관한 연구 = Operating System for Standard and Food Code in Foreign Advanced Countries

국문 초록 (Abstract)

경제 및 생활수준의 향상으로 소비자는 절대적 안전식품을 요구하고 있으나 식품안전 문제의 논란은 지속적으로 발생하고 있어 세계적으로 경제적 손실이 막대함. 세계의 주요 국가가 식품안전관리를 국가 정책의 최우선으로 선정하여 담당 부서의 예산과 조직을 확충.정비하고 있음. 주요 선진국은 식품위생의 향상과 함께 식품 수출경쟁력을 강화하여 무역산업의 진흥을 도모하기 위하여 국가별식품공정서는 국제화되고 있는 추세임. 미국, 일본, 캐나다, 호주 등의 주요 선진국은 선진화된 공정서 운영체계로 식품안전관리의 효율성을 확보하고 과학적 근거에 의한 기준.규격 설정으로 소비자신뢰 회복 및 불필요한 통상마찰을 예방하는 선진화된 시스템을 운영 중에 있음. 우리나라의 경우 식품의 위해를 방지하고, 식품영양의 질적 향상을 도모함으로서 국민건강의 증진에 기여하기 위하여 식품위생법에 근거한 “식품공전”이 제정되어 최소한의 필요한 사항을 규제하고 있음. 우리나라 식품공정서 운영체계는 기업 등의 요구가 있거나 정부의 공정서 등재 또는 개정 필요성이 발생 시 정부는 초안을 만들어 식품위생심의위원회의 심의를 받아 고시하여 식품공전에 등재되는 절차를 거치고 있으나 “기준.규격 및 시험법” 제.개정 업무에 있어 정해진 절차와 신청서 양식 등 표준화 체계가 미흡한 실정임. 따라서, 본 연구는 미국, 캐나다, 호주 등 식품안전관리 선진국의 식품 기준.규격 및 시험법 공정서 운영 체계를 bench-marking하여 우리나라 공정서 운영체계의 문제점과 개선점을 모색함으로써 국내공정서 운영시스템 선진화 방안을 도출하는데 그 목적이 있음.
본 연구과제의 수행결과는 다음과 같음.
◦ 식품공전 등 식품관련 공정서의 관리운영 체계에 관한 비교 조사
미국, 일본, 캐나다, 호주.뉴질랜드, 중국을 대상으로 식품관련 공정서를 우리나라의 식품공전과 비교.검토하였음. 운영체계 담당기관, 기준.규격(제안 및 제ㆍ개정 절차, 처리기간, 등재방법공정서 명칭, 법적 효력), 시험법(제안절차, 등재방법, 공정서 명칭), 제작 및 배포를 조사하였음. 우리나라 식약청에서 운영 중인 “기준.규격 및 시험법 관련 공정서 제.개정” 신청을 외부인 또는 식약청 내부에서 제안하여 식품위생심의위원회 심의를 거쳐 고시한 후 등재하고 있음.
◦ 국내 식품관련 공정서의 효율적 운영방안 도출
우리나라의 경우, 제안 및 신청 절차의 표준화가 미비하여 다양한 방식으로 잦은 신청을 하고 있어 식약청(평가원) 업무를 과중하게 만들어 행정낭비 요소가 되고 있으며, 전문적이고 일관성 있는 심사를 거치지 못해 일부 민원인의 불만이 제기되고 있는 실정임. 이에 효율적 운영방안을 도출하기 위해 주기적인 전문가 자문회의를 통하여 제안 및 신청 양식 절차의 표준화, 신청서의 평가절차 표준화, 시험법 제.개정 절차 개선에 따른 식품공전 총칙(29)의 구체화, 신청서의 검토기간 및 비용설정, 시험법의 validation 공식 절차 필수화, 신청서의 검토기간 설정 및 비용 부과를 제안하였음. 또한, 기준.규격 및 시험법의 제ㆍ개정 신청서 양식, 평가원 사전심사평가서, 식품공전 기준ㆍ규격 및 시험법 제.개정 절차 개선(안)도 제시하였음. 이상의 결과는 우리나라 식품공전 기준 및 시험법 제.개정 절차의 개선방안 자료로 활용될 수 있을 것임.

다국어 초록 (Multilingual Abstract)

Major advanced countries such as United States of America (USA), Japan, Canada, Australia/New Zealand are securing the efficiency for management of food safety by official compendium managing system, and decides the standard by the scientific evidences. In case of Korea, standardized system for revision and amendment was not fitted yet. The purpose of the present research was development of management system by finding out problems and the ways to improve Korean official compendium management system by bench-marking the management system for standard and official analytical method in advanced countries.
◦ Comparing study on food related management system of official compendium such as Food Code
We investigated and compared food related official compendium like Food Code of five countries (USA, Japan, Canada, Australia/New Zealand, China). The authority for operating systems, standards (proposal and revision/amendment procedures, processing period, appellation of registration method official compendium, legal validity), analytical method (proposed procedures, registration method, official compendium appellation), production and distribution were investigated.
◦ Suggestion of effective managemental ways of K orean Food related official compendium
In Korea, the standardized procedure for suggestion and application was not developed so that outside application was implemented in various ways and induces waste of the administration work. There are many complaints of people against KFDA such as lack of professional and consistent investigation, standardization of the application and evaluation process, review period and the cost setting for application, specification of the general (29) of Food Code after the improvement of the revision/amendment for analytical method, and making the validation progress for the official analytical method were suggested so far. The examination and suggestion was implemented through the periodic professional consultation discussion. As a result, we suggested the standardized application form for revision/amendment of analytical method, agency pre-screening evaluations. This result will be applied as a basic scientific evidence to improve revision/amendment process for standard and analytical method in Food Code.
