한국전쟁 포로협상과 중국군 포로의 선택

국문 초록 (Abstract)

한국전쟁 포로협상에서 중국군 포로 문제는 최대 쟁점이었다. 중국군 포로의 송환거부 비율이 북한군 포로에 비해 지나치게 높았고, 중국은 이것을 문제 삼았다. 포로문제에서 중국이 가졌던 강경한 입장은 포로협상 결렬로 이어졌고, 그로 인해 전쟁은 일년 이상 더 지속되었지만, 이러한 사실들은 잘 알려져있지 않다. 미국은 중국군 포로의 심사와 선택 문제를 심리전 차원에서 접근했다. 유엔군의 포로교육은 중국군 포로의 송환 선택에 영향을 미쳤는데, 포로교육을 담당한 대만출신 요원들은 적극적으로 대만행을 유도했다. 그러나 포로의 선택에 영향을 미친 결정적 요인은 포로수용소를 장악한 전국민당군 출신의 우익포로지도자들로, 그들은 포로들을 통제하고 그들의 선택을 폭력적으로 강요하는 경우가 많았다. 중국인 포로의 압도적 다수가 송환을 거부한 이면에는 이러한 폭력적 강압이 지배적이었던 것이다. 포로협상에서 이를 문제삼은 중국측 의도 역시 심리전적 성격에서 비롯되었다. 무승부의 전쟁에서 포로의 선택은 협상을 통해 보상받고자 했던 양측 의도와 긴밀히 결합되었고, '강요된 선택'의 와중에서 포로들은 이념전의 희생양이 되었던 것이다. 또한 중국군 포로가 걸림돌이 되어 협상이 일년 이상 지연되고 전쟁 장기화로 이어진 사실은 전쟁과 협상의 주체 및 결정권이 공산측에서는 중국에 있었다는 점을 분명하게 드러내준다. 이는 전후 정전체제의 구조와도 맞물려 있으며, 포로협상과 중국군 포로문제를 중심으로 전쟁과 휴전협상을 주도한 미국과 중국이 가졌던 결정권을 되짚어 볼 수 있다.

다국어 초록 (Multilingual Abstract)

During POW(Prisoners of war) negotiations of the Korean War, the biggest issue was concerning the Chinese military prisoners. China made an issue of the fact that the rate of refusal of repatriation is excessively higher among the Chinese POW than the North Korea’s. It’s not well known that China took a strong stand with regard to the issue of POW, which led to a rupture of POW(Prisoners Of War) negotiation and even more than one year extension of the war. The US approached the problem of screening and selection the Chinese military prisoners as a part of psychological warfare. The repatriation choice of Chinese POW was influenced by an education by the United Nations forces, and Taiwanese agent in charge of the prisoner education actively induced them to go to Taiwan. However, the decisive factor affected prisoners’ choice was right-wing leaders of the former Kuomintang army who took over the prison camp, and the leaders often compelled POW’s choice with violence. There was violent coercion behind the reason why the vast majority of Chinese POW refused to be repatriated.
