‘신안보개념’에서 ‘소프트 파워’까지: 중국 외교전략의 변화와 집단정체성 형성

국문 초록 (Abstract)

20세기 후반 탈냉전의 도래이후, 21세기 10년의 기간이 경과하는 동안 국제정치경제 질서의 가장 중요한 변화, 혹은 최소한 동아시아 지역질서의 가장 중요한 변화를 불러일으키는 국가단위의 동인은 역시 중국의 부상이다. 국제정치이론은 이러한 예측작업에 유용한 자원을 제공하지만 유럽의 경험이 아닌 동아시아의 경험에 입각한 이론은 아직 생성 중에 있다. 유럽의 과거가 아시아의 현재가 될 수는 없으며, 아시아는 아시아만의 미래를 설계해야 한다. 자유주의의 이론인 경제적 상호의존의 심화가 국가들의 협력을 더욱 유도한다는 명제는 동아시아의 협력을 중국변수로 설명하는데 현재까지는 유효한 설명력을 갖는다. 국가들의 국제제도를 매개로 하는 상호작용이 국가들의 공동의 정체성을 형성하고, 나아가 이익을 재규정할 수 있다는 구성주의 명제 또한 이 글의 주제와 관련해서 시사점을 준다. 그런데, 오랜 문화적 전통과 거대한 인구와 영토를 가진 중국 문명은 서구문명이 주도적으로 구성해 놓은 현대 국제질서체제에서 자신의 세계관에 입각한 규범과 질서를 구성하고자 한다. 이러한 중국적 세계관에 입각한 동아시아 질서 창출의 접근방식이 어떠한 방식으로 보편적인 공감대와 동의를 획득할 수 있을지 불투명하다. 한국은 주변국들과 함께 동아시아 지역내의 경제와 정치 및 안보관련 다자주의 국제제도를 구축을 통하여, 중국의 부상이 야기할 수 있는 갈등을 제어할 수 있는 협력기제를 창출하는데 지혜를 모아야 할 것이다.

다국어 초록 (Multilingual Abstract)

The most changing dirve not only for the regional order in East Asia but also for the global order in international political economy has been a China factor in the last ten years of the 21st century. The theories in international relations can provide useful tools to understand the trends but a theory based on East Asia is under construction. The past in Europe can not be the present in Asia and Asia should design its own future. Liberalism has an effective proposition that deepening interdependence leads to cooperation among the states. The constructive hypothesis that interactions via international institutions form collective identity among states and reformulate national interests is also suggestive of reality. Besides, China (a civilization rather than a state) with rich culture, huge population and gigantic territory has tried to redesign the west-created modern states system by Chinese own way. It is not clear how the Chinese approach toward the new order in East Asia based on Chinese world view could meet the universal agreement among neighboring states. Korea should make wise efforts to create cooperative mechanism to control the possible conflicts which China's rise would cause in the East Asian region by means of building multilateralism.
