I. Title "Improvement of Supervising Activities in Apartment Construction Site" II. Research Objectives Supervisors at the site are engaged in many tasks such as project administration, quality control and safety control. Since the Korea National Housing Corporation(KNHC) has to be done tasks by the 2 millon housing unit plan of the government, their works seem to be overloaded, and thus the existing system of construction supervision often becomes ineffective. The current supervision system of building construction site was designed by experience and intuition not by workload analysis. Therefore, it is expected not only to give supervisor difficulites in doing many other tasks for the contractors but also to pay no attention to the more important matters beyond doing supervision activities - especially in the case of opening the domestic construction market to foreign contractors. Thus, it is urgently reauired for KNHC to develop measures to cope with such problems by improving the supervising system. The existing problems can be surrmarized as follows. (1) to need an survey on the substantial workload of the KNHC's supervisor for the project control at the site (2) to evaluate the workload of supervisor according to each area of which supervisor was specialized in (3) to evaluate about what method is required the minimum cost between in supervising activities by the owner's side and in doing the overall superintendant by an engineering company's side (4) to suggest an alternative supervising system including disposition of supervisor The objective of this study is to investigate the problems of the existing supervising system and to suggest alternatives which enable the supervisor to control the more important tasks which inspection .if any. are to be made. III. Research Contents and Scope The construction management needs many aspects of management such as construction cost, schedule, quality, safety. etc., which are inherently covered up by contractors. In this study, the focus of interest is to rearrange supervisors on the basis of working task analysis and to reduce supervisor's tasks by the owner's side. The research content and scope has been limited those related to the major supervisor's works of construction projects. In order to suggest alternative measures, the study has been performed the foilow1ngs. (1) load and extent of work which have to be done by the owner's supervisor (2) peak time of the existing supervisor task (3) comparison the cost to be used in supervising activities by the owner's side with the cost doing the overall superintendant by an engineering company (4) the potential extent of task which the owner can pass on to the contractor among the supervisor's task IV. Research Outcomes The result of this study can he summarized as follows. (1) Supervisors maximum and average workload are 159%, 130% respectively in compare with standard workload(100%) (2) About 3/2 of the supervisor's works are administration and field quality inspection tasks, which need to be improved mainly. (3) The cost(100%) used in supervising activities by the owner's side is less than the overall superintendant cost(155%) by an engineering company. Therefore, if apartment housing project is constructed by the KNHC's supervisor, the total construction cost would be reduced. (4) The importance degree of works is sugestted to know the content of works which have to be done necessarilly among many tasks. (5) It is necessary for the disposition of supervisor to arrange supervisor according to the contractor's ability. (6) By suggesting the extent of work which the owner can pass on to the contractor among the supervisor's task, the supervisor's workload can be reduced. (7) When introducing the system of specialty supervisor for the works such as construction administration and quality inspection, the work of supervisor can be made efficiently.

국문 초록 (Abstract)

현재 공사현장의 감독원은 공정관리,품질관리,자재관리,안전관리,하도급관리 및 공무행정 업무 등 공사현장에서 일어나는 전반적인 사항에 대하여 총괄적인 업무를 수행하고 있다. 이처럼 다양한 업무를 감독 일인이 수행함에 따라 감독의 업무가 과중하게 되고, 과중한 업무량은 결국 감독업무의 효율적인 수행을 저해하는 요인으로 작용하여, 현재 담당하고 있는 각 업무들이 합리적인 추진에 어려움이 발생하고 있다. 따라서 본 연구에서는 현재 감독원리 수행하는 업무수행상의 문제점을 분석하고 개선대안을 제시함으로 현재와 같이 과도한 업무를 경감시키고 주공감독들의 업무역량을 보다 효율적으로 업무에 집결시킬 수 있도록 현행의 공사감독 운용방식을 개선하는 것을 그 목적으로 한다.
