[일반논문] 중국의 지방 환경정책 연구 - 대련시의 사례

This paper examines the Chinese pattern of environmental governance at local level focusing on the case of Dalian city. It investigates how environmental policy is made and implemented in Dalian city, how are the major actors in this policy process, and how is the relationship between the center and local governments in terms of environmental politics and policy. Dalian is the typical wealthy city of East coastal area in China with high degree of economic openness in terms of foreign trade and foreign direct investment. Therefore, it can be the case that best reveals various foreign influence on China's domestic environmental institutionalization. This paper finds that the role of foreign government (both central and local), multinational corporations and their business associations, international organizations, and other forms of foreign connections have played a significant role in China's environmental policy. This foreign influence has resulted in China's pattern of environmental governance in which foreign firms and foreign local government network is the key agent, rather than environmental NGOs and regional or international civil environmental networks.
