This paper aims to illuminate the significance of the legislative control over Administration's rule-making process. From a comparative perspective with the cases of several advanced democracies, the paper first illustrates how the extent of Assembly's institutional check on rule-making process is associated with the nature of Administration-Assembly relationship. Secondly, the paper tracks down South Korea's institutional development on the subject. The National Assembly of South Korea so far has exercised little influence over the extensive rule-making by the country's Administration. Recently the Assembly gains legal stipulations to realize legislative controls. But some more conditions the author suggests in the paper are needed to make them substantiated.
