The steady state criteria for the hydraulic controlled mechanical governor with the critical center control valve is analyzed in this paper. Generally, the dynamic behavior of the governor depends on the input state variables. Therefore, if there exists the steady state solution for the given input state, the output state variables can be easily controlled to the desired condition by the hydraulic power system. On the other hand, it cannot be controlled well under unstable states such as hunting or diverging.<br/>
