OECD 국가의 대학 가버넌스 구조 유형화와 시사점

국문 초록 (Abstract)

본 연구에서는 여러 국가들의 다양한 학내 가버넌스의 존재양상을 보다 효과적으로 이해하기 위한 수단으로 6개의 개념유형(①총장전권형, ②교수중심/③내부자참여 대의기구형, ④ 교수중심/⑤ 내부자참여/⑥ 외부자통제 이사회형)을 설정하고, 이에 따라 OECD 회원국의 학내 가버넌스 변천동향과 현행 구조를 분석해 보았다. 국가별로 차이는 있지만 변화의 주된 흐름은 전통적인 훔볼트형 대학의 ‘교수지배 대의기구형’에서, 학생ㆍ행정직원 등 여타 구성원의 참여가 보다 확대되는 ‘내부자참여 대의기구형’과 기업형 대학을 모토로 하는 ‘외부자통제 이사회형’으로 변화하고 있음을 알 수 있다. 공산정권 붕괴후 급격한 변화를 겪고 있는 동구권에서도 90년대 이후 대체로 이같은 변화양상을 따르고 있는 것으로 보여 야제 거의 모든 OECD 회원국들에서 전통적인 모형이었던 ‘순수한’ 교수지배 대의기구형이나 총장전권형은 더 이상 존재하지 않는 것으로 보인다. 이런 분석결과는 아직까지 공식적으로는 총장전권형 학내 가버넌스 구조를 유지하는 가운데, 민주화에 따른 교수(평의)회의 실질적 영향력 강화, 국립대학 법인화 등 새로운 상황을 맞아 격화되고 있는 우리나라의 학내 가버넌스 논쟁과 관련하여 많은 시사점을 제공해 주고 있다.

다국어 초록 (Multilingual Abstract)

The study attempts to develop a useful typology of institutional governance structures in higher education to better understand the inter-country variation and the complexity of institutional governance arrangements across the OECD countries. Based on the de Boer & Huisman (1999)'s classification scheme and other criteria additionally considered in the study (composition of governance bodies and selecting methods of institutional leaders), the following six different conceptual models were identified: (1)Faculty member-dominated /Representative; (2) Internal-democratic/Representative; (3) Faculty member-dominated/ Executive; (4) Internal-democratic/Executive; (5) Laymen-controlled/Executive; and (6) Rector dictatorship model. Although the scope and extent of institutional governance reforms have varied widely across countries, it seems clear that there are several trends penetrating these reform efforts: (1) the reinforcement of the power of executive authorities (i.e., president) and the trend towards appointment of institutional leaders; (2) a loss of authority and decision-making power on the part of traditional participatory and collegial bodies; and (3) an increase in participation on various governing bodies by representatives and individuals from outside the HEIs which in tum results in (1) a demise of the Humboltian model of the faculty member-dominated /Representative model; (2) a weakening position of traditional representative governance models; and (3) an overwhelming popularity of laymen- or stakeholder-controlled/Executive models. Based on the analyses, the study tries to draw some useful insights and implications on designing the Korea's own institutional governance structure.
