독일의 산재장해인 (직업)재활과정과 우리나라 산재장해인 (직업)재활 발전방향 = The (Vocational) Rehabilitation Process for Industrially-injured Workers of Germany and the Development Direction of their Counterpart of Korea

국문 초록 (Abstract)

본 연구는 독일의 중도 성인장해인인 산재장해인의 직업재활 과정을 알아보고 우리나라 산재장해인의 직업재활과정에 대한 방향을 제시하는데 그 목적이 있다. 이를 위해서 독일의 산재장해인 직업재활과정 및 프로그램을 알아보고 이에 기초하고 그리고 본 연구자가 평소에 생각하고 있는 내용들을 중심으로 우리나라 산재장해인 (직업)재활과정에 대한 시사점 및 발전방향을 제시하였다.
현재 우리나라 산재장해인의 효율적이고 체계적인 직업재활을 위하여 근로복지공단에서는 종합계획을 수립하고 장․단기에 걸친 다양한 대책프로그램을 알차게 수행하고 있다. 그러나 산재장해인 직업재활을 위한 정책 및 대책은 독일 및 기타 선진국에 비하여 제도적으로는 잘 확립되어 있으나 기술론적으로는 아직 미비하다고 할 수 있다.
본고에서는 의료적 재활사업분야, 심리적 재활사업분야, 교육적 재활사업분야, 직업적 재활사업분야를 중심으로 우리나라 산재근로자 재활업무의 확대와 현재 실시하고 있는 사업이 보다 더 강화되고 강조되어야 할 점에 대해 언급하였다. 특히 산재장해인의 사회복귀에 가장 중요한 직업재활사업을 중심으로 언급하였다. 근로복지공단이 실시하고 있는 재활사업은 최근까지 내용상으로 많이 확대되어왔기 때문에 연구자는 최근 재활사업이 확대되어 실시되고 있지만 더 강조되고 보충되어야할 사항을 중심으로 언급하였다. 재활사업의 발전방향에 관해서는 산재장해인의 직업복귀와 사회복귀를 위한 재활사업이 가장 잘 이루어지고 있는 독일의 예를 기초로 하였고 기타 타 선진국의 예와 연구자의 의견을 중심으로 제시하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to conduct research about the (vocational) rehabilitation process for industrially-injured workers of Germany and suggest its development direction in Korea.
Currently, Korea Workers' Compensation and Welfare Service established comprehensive and various plans and performs them well for the effective and systematic vocational rehabilitation. The policy and countermeasures are well worked out systematically, but technical methods are not as good as those of Germany and other advanced countries.
This article puts an emphasis on the necessity of the extension and enforcement of vocational rehabilitation services for work-related injured workers, which are centered on medical, psychological, educational and vocational rehabilitation services. Especially, vocational rehabilitation services are stressed, as they are the most important for industrially-injured workers to return to work and society. The development direction of rehabilitation services were based on the examples of Germany and other advanced countries.
If the contents of this article will be gradually performed better, the rehabilitation services for industrially-injured workers in Korea will become more advanced and its function will be emphasized as well, finally, getting a great outcome.
