서울시 시각예술민간축제의 기능 및 발전방안 연구-광화문국제아트페스티벌을 중심으로- = A Study on the Function and Development Plan of the Seoul Visual Arts Private Festival -focused on Gwanghwamun International Art Festival-

Since the Seoul Metropolitan Government implemented policies to support administrative procedures and expenses to foster private festivals in each autonomous district, the number of private festivals in Seoul, including 25 autonomous districts, has increased rapidly. While there are festivals that are held and developed repeatedly every year with the continued support of the Seoul Metropolitan Government, the tradition of the festival has not been continued due to the smallness of the host organization, and similar festivals with different names are held. The purpose of this study is to find out how the change of organizers or the frequent change in the nature and content of festivals affects Seoul citizens who consume them. In addition, we studied how the Seoul Private Festival functions in our society, what it means to Seoul citizens, and how it is consumed. Through the Gwanghwamun International Art Festival, a private art organization in Seoul, archiving from the founding exhibition in 2005 to the 16th exhibition in 2021 is classified as the beginning, transition, generator, and diffusion period, and sustainable factors are derived and presented to private art organizations and visual artists. We classified how the characteristics of each period have been reflected and developed in the next festival and looked for answers to the questions raised earlier. In addition, the Seoul Metropolitan Government, the Seoul Cultural Foundation, and the Korea Mesena Association conducted research for the purpose of suggesting the contents and features to refer to when establishing comprehensive long-term support policies and projects. In conclusion, private art festivals need to create an environment where they can interact with other art organizations through their respective activities, and long-term policies and related business support that match the growth rate of each art organization. Through this study, it is expected that the core factors that should be considered from the perspective of Seoul’s cultural policy and private art organizations can be referred to when seeking practical measures for the continuous operation and development of private art organizations.

국문 초록 (Abstract)

서울시가 각 자치구의 민간축제를 육성하기 위해 행정절차, 경비 등의 지원정책을 시행한 이후로 25 개 자치구를 비롯한 서울시의 민간축제가 급속히 증가하고 있다. 서울시의 지속적인 지원으로 매년 반복해서 개최되고 발전하는 축제가 있는 반면 주관 단체의 영세함으로 인해 축제의 전통이 이어지지못하고 다른 이름의 유사한 축제가 개최되고 있기도 하다. 이 연구는 주관 단체가 바뀌거나 축제의 성격 및 내용이 자주 달라지는 현상이 이를 소비하는 서울시민들에게 어떠한 영향을 미치는지 알아보는것을 목적으로 한다. 그리고 서울시 민간축제가 우리 사회에 어떤 기능을 하고 있으며 서울시민들에게어떤 의미인지, 축제를 소비하는 방식은 어떤 것인지 연구하였다. 연구 방법은 서울시 민간예술단체인‘광화문국제아트페스티’벌을 통해 2005년 창립전부터 2021년 16회 전시까지의 아카이빙을 태동기, 전환기. 발전기. 확산기로 분류하여, 지속 가능한 요인들을 도출하여 민간예술단체와 시각예술가들에게 제시하고자 한다. 각 시기의 특징들이 다음 회의 축제에 어떻게 반영되어 발전해 왔는지 분류해 앞에서 제기한 의문에 대한 답을 찾아보았다. 또한, 서울시와 서울문화재단 그리고 한국메세나협회 등에서 장기 종합적인 지원 정책과 사업을 수립할 때, 참고할 내용과 특장점에 대해 제언하고자 하는 목적으로 연구를 수행하였다. 결론을 종합하면 민간예술축제가 각자의 활동을 통해 다른 예술단체들과 상호 교류할 수 있는 환경을 조성하고, 각 예술단체의 성장 속도에 맞는 장기적인 정책과 관련 사업 지원이 필요하다. 본 연구를 통해 민간예술단체의 지속적인 운영과 발전을 위한 실질적 방안을 모색할때 서울시 문화정책과 민간예술단체의 관점에서 고려해야 하는 핵심 요인을 참고할 수 있을 것으로기대한다.
