사회복지 민간자원으로서 기업 사회공헌활동의 문제와 개선방향 : 천안ㆍ아산 지역 기업을 중심으로 = The Implications and Prospects of Corporate Philanthropy for the Voluntary Sector in Social Welfare : Based on the Corporations in Cheonan and Asan

국문 초록 (Abstract)

오늘날 기업은 좋은 제품과 서비스를 생산, 제공하여 사회의 필요한 욕구를 충족시키며, 동시에 고용을 창출하여 사회의 안정적인 성장을 도모하는 기본적인 역할 뿐 아니라 사회에 대한 기업의 역할 및 책임이 강조되고 있다. 우리 사회에서도 대기업집단을 중심으로 하여 1% 클럽의 창출, 시민단체를 비롯한 비영리단체에의 후원, 사회복지공동모금회 기부, 환경보호활동에 대한 후원, 메세나 활동을 통한 기업의 문화예술계 지원 등과 같은 기업의 사회참여가 활성화되고 있다. 사회적 책임에 대한 강조와 함께 사회공헌활동에 참여하는 기업들이 증가하면서 사회복지분야에 대한 지출도 점차 증가하고 있다. 기업의 사회복지 분야 참여는 공공복지가 취약한 우리 사회에서 복지 총량을 증가시킨다는 차원에서 환영할 만한 일이다. 본 논문은 민간복지자원의 다양화와 활성화의 대안으로 기업부문의 사회공헌활동의 역할을 검토하여 보고, 이를 바탕으로 드러나는 함의와 문제점을 살펴보는 데 있다. 특히 사회복지부분이 취약한 공적영역에 주로 의존하고 있는 천안ㆍ아산 지역에서 새로운 민간자원 활성화를 위한 대안으로 기업들의 사회공헌활동의 특성을 분석하고, 이를 토대로 복지자원으로서 민간사회복지기관이 기업의 활용을 높이기 위하여 고려사항이나 개선점들을 살펴보았다.

다국어 초록 (Multilingual Abstract)

The Purpose of this study is to examine the role and functions of corporate philanthropy as an important private resource for social welfare. With limitations of government resources for social welfare, several issues as like developing private resources or diversifying private resources have got an great importance in Korea. Especially, since the beginning of modern welfare history, most of social services have been delivered by voluntary organizations. Hence, there have been many debates on those issues lately in voluntary sector. Therefore, this paper has done four objectives based on the empirical studies with corporations of Cheonan and Asan: first, to analyze why the corporation philanthropize and what are the patterns of corporate philanthropy: second, to examine the present condition of corporate philanthropy of Cheonan and Asan region and find out how big is the corporations giving in private resources for social services, then concluded that corporate sector has great potentiality to serve as one of major private resource: third, to analyze characteristics of corporate philanthropy in those area: in final, what are the implications of this empirical studies into voluntary sector for social services, and made five suggestions for voluntary service organizations to establish and sustain the partnership with corporate organizations. As an economist insisted that the primary social responsibility of corporations was to produce profits into society, the corporations can't philanthropize without any benefits. To make corporation as a private resource for social welfare, voluntary social service organizations should take charge in motivating corporation as partners.
