민족-공간적 ‘차이’에 대한 선택적 포용과 배제 : 대림동 조선족 집적지를 둘러싼 로컬 스케일의 신자유주의적 다문화정책과 담론을 중심으로 = Selective Inclusion and Exclusion of Ethnic-Spatial ‘Differences’: Neoliberal Discourses and Policies in Local Governance of Daerim-dong ‘Chinatown’

국문 초록 (Abstract)

본 논문은 영등포구의 담론과 정책에서 드러나는 대림동의 민족-공간적 ‘차이’에 대한 포용과 배제를 신자유주의적 다문화주의의 틀로 분석한다. 영등포구는 대림동의 중국 관련 문화 및 사회 자본을 선택적으로 포용하는 한편, ‘일탈적 문화’나 자원 분배 문제와 관련해서는 배제적인 태도를 취했다. 그러나 포용은 계속적인 선별과 구조적 불완전성을 수반하며 배제에 취약한 상태에 놓였으며, 배제 역시 포용의 요구에서 완전히 자유롭지 못했다. 또한 영등포구는 상이한 스케일 및 맥락의 중첩 속에서 포용과 배제 사이에서 진동하는 모습을 보였다. 본 논문은 다문화 공간에 대한 로컬 스케일의 관리 전략에서 포용과 배제의 영역이 분리된 채로 병존하는 동시에, 각 영역의 경계 내부에서 그리고 경계를 흩뜨리며 밀접하고 미묘하게 공존함을 보인다. 또한 이러한 민족-공간적 ‘차이’의 (재)구성을 유도하는 로컬 거버넌스의 스케일적 특성을 포착해 제시한다. 본 논문은 인종 및 민족 집단 간의 위계에 단순히 상응하지 않는 포용과 배제의 복잡한 양가성을 보임으로써 신자유주의적 다문화주의의 비서구적, 과도기적, 지리적, 다중 스케일적 작동에 관한 문헌의 상대적 공백을 보완하는 데에 기여한다.

다국어 초록 (Multilingual Abstract)

This article analyzes how the ethnic-spatial differences of Daerimdong, the largest (Korean) Chinese immigrant enclave in Korea, have been constructed and are continuously being reconstructed by the neoliberal local government as the subject of inclusion and exclusion. Yeongdeungpo District Government envisioned to promote the neighborhood’s cultural and social capital related to China, while framing the migrants as being deviant and as a liability. However, its strategies of inclusion/exclusion were inherently incomplete and at times self-contradictory, constantly being negotiated and oscillating as they juggled neoliberal aspirations, local demands and constraints, and multiscalar and multicontextual dynamics. By demonstrating this complicated ambivalence of inclusion and exclusion, which does not simply correspond to the hierarchy between ethnic groups, we point to the non-Western, transitional, geographical, and multiscalar dynamics of neoliberal multiculturalism.
