국유림의 경제적·환경적 효용을 극대화하는 최적 거버넌스 구축방안 = Effective Governance to Maximize Ecosystem Service in National Forest Management - A case of Gariwang-san, South Korea -

국문 초록 (Abstract)

산림의 지속가능한 관리를 위해 정부와 민간 부문의 협력이 중요해지고 있다. 이 연구에서는 산림의 경제적, 환경적 효용을 극대화하는 최적의 산림관리 거버넌스는 어떠한 형태일지에 대해 논의하고자 하였다. 다행위자시스템 모형을 활용하여, 가리왕산 일대의 4개 마을(리)을 대상으로 하는 모형을 구축하였다. 국유림관리소의 산지 관리 방식에 있어서 관 주도의 하향식 관리와 지역사회 중심의 민간 주도형 자율 관리에 이르는 다양한 주민 참여 시나리오를 설계하고 모의하였다. 그 결과 지역 주민의 의사가 일부 반영되는 정부 중심의 거버넌스 형태가 경제적, 환경적 효용이 극대화될 수 있는 국유림 관리 거버넌스라는 결과를 도출하였다. 이 연구는 산지를 포함하는 다양한 자원관리의 최적 거버넌스 구축 논의에서 정량적인 연구 방법론의 기여점이 있다.

다국어 초록 (Multilingual Abstract)

A public-private partnership for sustainable forest management has been growing in importance. This study aims to assess effective governance in national forest management that maximizes the ecological and economic benefits of ecosystem services. Using the Multi-Agent System approach, this research will examine the case of Gariwang-san, South Korea. This paper attempts to build and simulate various forest management scenarios that range from government-led centralized (top-down) systems to community-based decentralized (bottom-up) frameworks. For the target area in question, it is concluded that the optimal scenario is a government-centered governance system with partial local community participation. This paper contributes to ongoing research on quantitative empirical models for sustainable natural resource management.
