지역구 선거경쟁과 국회의원 선거 투표율: 제14∼18대 총선 = Effects of Candidate Competitions on Turnout in the National Assembly Elections

국문 초록 (Abstract)

본 논문은 1992년 제14대 국회의원선거로부터 2008년 제18대 국회의원선거까지 5회의 국회의원 선거에서의 선거구 단위에서의 후보자간 경쟁을 중심변수로 투표율을 분석한다. 본 논문은 투표율 모델을 구성하기 위한 선거구 차원의 독립변수로서 개별 선거구에서의 정당 및 무소속 후보자 수, 1-2위 후보간 득표 차이, 여당 후보의 당선 여부, 선거구의 유권자 크기, 도시와 농촌, 지역 변수를 설정하고, 각 독립변수와 투표율 사이의 관계를 정밀하게 분석한다. 분석결과에 따르면 선거구 단위에서의 투표율은 정당 및 정치엘리트가 유권자에게 제공하는 투표 유인 요소에 따라 상당한 영향을 받는 것으로 나타났다. 적정 수의 후보자가 출마하고, 그들 사이에 당선을 위한 치열한 경쟁이 이루어지는 선거구에서의 투표율이 여타 선거구에서의 투표율 보다 높은 것으로 나타났으며, 이러한 경향은 소위 지역정당체제가 유지되고 있는 대전/충청, 광주/호남, 부산/대구/울산/영남 지역에서도 유효한 것으로 나타났다. 따라서 투표율의 지속적인 저하는 유권자 개인 차원의 태도 변화뿐 아니라 선거경쟁 구도와 관련된 변화에 의한 결과로 분석되었다.

This paper examines the effects of candidate competitions on turnout in the National Assembly elections, from 1992 to 2008. This study is based on district level data, which lead us to better understand the effects of electoral context on voters` decision to go out to the poll. Turnout choice is in principle individual decision making, but the levels of electoral competitions provided by political parties and candidates also affects individual`s willingness to vote. I report evidence indicating the importance of moderate number of partisan candidates in competitive partisan districts and non-partisan candidate in one party dominant districts. I argue that decreasing turnout rates for the last five National Assembly elections can be explained not only by individual voter`s attitudinal change but also by the extent to which political parties and political elites compete for an electoral victory.
