아브라함 카이퍼의 하나님 주권사상 실천과정, 오늘날의 의미 = The Process of Practice of God’s Sovereignty by Abraham Kuyper and its meaning for today

국문 초록 (Abstract)

영역주권론은 사회의 각 영역들이 유기적으로 긴밀한 연관관계 안에 있으면서도 동시에 각 영역들은 그 영역들에 고유한 하나님의 고유한 법의 규범적 통치 아래 있음을 명확히 한다. 이 사상은 현 한국정부의 정책의 철학적 토대가 되고 있는 실용주의가 경제의 영역의 원리를 정치를 비롯한 다른 영역들에까지 무차별하게 확대적용하고 있다는 비판의 근거가 될 수 있다.
영역주권론이 제시하는 국가의 기능은 사회의 각 영역들에서 나타나는 갈등을 조정하는 조정자의 역할이다. 이 기능은 국가기관에게 부과된 정치적 소명이다. 따라서 국가기관은 이 소명을 가장 중요한 업무로서 수행해야만 한다. 이때 정부는 다른 사회의 영역들 위에 군림하는 기관이 아니라 다른 사회의 영역들 옆에(naast) 위치하여 다른 사회의 영역들의 소명과 전문성을 존중해 주면서 그 영역들을 살려내어 꽃피우게 하고 영역들이 지나치게 열심을 내어 다른 영역들을 침범하고자 할 때 제재를 가함으로써 모든 영역들이 적절하게 제 자리를 차지할 수 있도록 지원하고 섬기는 자리에 위치한다.
영역주권론이 제시하는 또 하나의 국가의 기능은 가난한 자들을 보호하는 것이다. 이 기능 안에는 경제적 지원이 포함된다. 따라서 국가는 자기 힘으로 생계유지가 불가능한 한계선상의 시민들의 기초생계를 경제적으로 지원해야 한다.
마지막으로 영역주권론은 국가의 소명과 사회의 영역들 가운데 하나인 교회의 소명을 구분함으로써 신정국가를 배제하고 교회가 국가의 소명에 국가가 하는 방식으로 참여하는 것을 명확하게 거부한다.

다국어 초록 (Multilingual Abstract)

The theory of sphere sovereignty states clearly that all spheres of society are closely related one another, but, at the same time, each sphere is normatively guided by the divine laws, which are proper to that sphere. We can criticize from this perspective that the South Korean government’s extensive application of pragmatism into overall spheres of society is not right, for pragmatism is the principle which is proper to the economic sphere, not always proper to other spheres.
The theory of sphere sovereignty suggests the mediation of social conflicts among social spheres as the function of government. This function is the political calling given to the government. Therefore the government is obliged to accept this function as one of its foremost duties. When the government executes this function, it does not dominate other social spheres from above those shperes but stand beside them, respecting their proper callings and expertises, helping their developing their own peculiarities, controlling their intervention into matters of other spheres, and ultimately making them keeping their own rooms of activities.
One more important function of government suggested by the theory of sphere sovereignty is to protect the poor citizens. This function includes financial support. The government is obliged to support the basic livelihood of poor citizens who suffers financially in the borderline situation.
Finally, the theory of sphere sovereignty refuses theodicy by distinguishing the calling of government from the calling of the church. In other words the church must not take part in political matters in the same way by which government does.
