In Elastic Moment Distribution Method, one must fit the moment diagram to the structure because the distribution of moments depends on relative stiffnesses of members, and can not be determined until the frame has been proportioned.
On the other hand Plastic Moment Balancing Method allows one to construct a moment diagram and then proportion a frame to fit it, this can be done because the distribution of mements is according to plastic mement capacity rather than relative stiffnesses of members.
