10·27 법난의 불교사적 배경과 향후의 과제 = The historical background and future tasks of “Dharma Persecution of October 27”

국문 초록 (Abstract)

10·27법난은 현대한국에서 권력에 의해 불교가 탄압받은 대표적인 사건으로 여기에는 불교가 정치와 맺은 특별하고 오래된 역사적 관계가 작용하였다. 붓다 시대의 불교는 정치의 과도한 간섭과 통제를 받지 않으면서 국왕들의 귀의와 지원을 얻을 수 있었다. 또 불교는 사회문제의 해결에도 앞장서는 역할을 하였다. 그러나 붓다 시대 이후에는 권력의 경제적 지원을 받으면서 종교의 자율성이 침해받는 사례가 발생하였다. 중앙아시아와 중국을 거치면서 강해진 간섭과 통제 속에서 정교분리를 이루지 못하고 불교는 정치에 예속되었다. 한국에서도 종교는 정치에 예속되는 모습을 보였다. 왕실을 비롯한 집권층의 후원이 때로는 불교 발전의 토대가 되기도 하나, 수행력으로 청정함을 지키지 못하면 교단의 부패와 타락을 겪는 사례가 반복되었다.
한국의 현실을 살펴보면, 헌법은 정교분리와 국민의 기본적 인권을 보장하고 있으므로 권리의식을 확고히 하는 한편, 현대 기능사회의 한 기능으로서 불교의 역할을 충실히 하여 정신적 깨달음을 추구하면서도 사회발전에 참여하고 앞장서는 것이 불교와 정치가 서로 발전하는 관계를 맺는 길이 될 것이다.

다국어 초록 (Multilingual Abstract)

“Dharma Persecution of October 27” was attributed to the special and long historical relationship that Buddhism had with politics. The early Buddhism was able to gain the support of the kings without being interfered with and controlled by politics. Buddhism also played a leading role in solving social problems. However, there were cases in which religious autonomy was violated with the economic support of power. Buddhism was subordinated to politics after being unable to separate the state from politics amid stronger interference and control throughout Central Asia and China Buddhist history. In Korea, religion also appeared to be subordinated to politics. The support of the ruling class, including the royal family, sometimes serves as the basis for the development of Buddhism, but if it fails to keep clean with its Buddhist practices, the Buddhist order suffers from corruption and depravity.
Looking at the reality of modern Korea, the Constitution guarantees the separation of religion and state and the basic human rights of the people. While solidifying such a sense of rights, participating in and taking the lead in social development while pursuing spiritual enlightenment will be the way to establish a desirable relationship between Buddhism and politics.
