19대 총선 후보 공천의 과정과 결과, 그리고 쟁점 = The Process, Consequence, and Issues of the 19th Korean General Election

국문 초록 (Abstract)

이 글은 19대 총선의 공천의 제도, 과정, 그리고 결과를 분석한다. 이론적 검증보다는 공천과정의 설명과 쟁점의 발굴에 중점을 둔다. 4ㆍ11 총선에서 새누리당과 민주통합당의 공천은 기대와 달랐고 그 특징은 다음과 같이 요약될 수 있다. 첫째, 공천권을 국민에게 돌려주겠다던 약속은 지켜지지 않았고 실질적인 국민참여경선은 나타나지 않았다. 새누리당은 전체 지역구의 80%에서 선거인단 경선을 치르겠다는 약속과 달리 47곳에 불과했고, 실제로 선거인단 경선은 14곳, 나머지는 전화여론조사가 대체하였다. 둘째, 그나마 치러진 경선 또한 졸속으로 실시되어 국민참여경선은 결과적으로 실패했다는 평가를 받게 된다. 민주통합당은 그나마 많은 곳에서 자체 경선을 치렀지만 준비 시간 부족, 의식의 부족으로 졸속으로 시행되었다. 셋째, 여론조사 경선에 대한 지나친 의존은 조직 동원과 기득권 보호라는 구태정치를 재연하고 정당정치 위기를 재확인하는 계기가 된다. 넷째, 소위 ‘돌려막기’ 공천이 나타났는데 지역구민들의 의사와는 관계없이, 중앙당 지도부의 지시에 의해 출마를 준비했던 지역구가 아닌 생소한 지역구로 낙하산으로 출마한다.

This paper investigates the process and consequence of party nominations in the 19th general election. This paper focuses more on detailed descriptions of nominations rather than theory testing. The findings of this paper can be summarized into a few factors. First, the two major parties do not keep their promises to return selection rights to the average voter. Second, one cannot argue that the revealed bottom-up nomination cases are successful enough in terms of qualities and quantities. Third, the survey method to select candidates had revealed many problems, which reconfirmed the current crisis of korean political parties. Fourth, the party leadership has so much power that they can replace candidates for any districts in the name of strategic nominations.
