The E-government has made efforts to improve the previous paper-centered and passive work processing and to increase the effectiveness and productivity of work by digitalizing the whole documentation process. Moreover, it aims at the realization of the democratic government and the establishment of the people-oriented, administrative service based on the administrative accountability and transparency.
As it is reflecting the changes in work environments, records management paradigm has turned its direction from the paper records-centered, preservative and closed custom to the positive ways of using electronic records-centered disclosure and inspection. Digitalized records have gotten over the limitations in the use and preservation of the paper records, and can also support not only the information on the business but also the evidential contents promptly and conveniently. Accordingly, ensuring the quality of the digitalized records is a necessary task in order to guarantee the people's rights to know and administrative accountability and transparency by offering the same contents with the paper records.
The purpose of this study is to analyze the quality status of the domestic digitalized records and secure the quality which meets with the international standards suitable for usage and preservation, after benchmarking the digitalization trends in each country. The study process begins with examining the conceptual meaning of digitalized records which has replaced the paper records first, then its meaning in value, and about the characteristics of the digitalized records which can cause the quality changes. In addition, the necessity of the digitalized records was pointed out in terms of their usage and preservation, and the necessity of securing the quality of the digitalized records by suggesting the problems according to the quality analysis of the digitalized records in the domestic administrative bodies.
Then, the digitalization trends of each nation were examined through the guidelines offered by Moving Here Project of The National Archives of the United Kingdom, Queensland State Archives in Australia, Archives in New Zealand, and Korea Institute for Electronic Commerce. This study has also compared and analyzed the quality requisites according to the digitalization phases suggested by each guideline after considering the digitalization trends of each nation. Finally, this present study has established the principles to secure the quality suitable for usage and preservation after complementing the present digitalized records in domestic administrative bodies, based on the comprehensive research on the above-mentioned analysis. Subsequently, by planning the quality requisites according to the digitalization phases, it suggests the plans to secure the quality of digitalized records.
To achieve this purpose, the following points need to precede the establishment of principles and the design of quality requisites: change in the recognition of the digitalized records, keeping of professionals to manage the digitalized records, and improvement of the quality strategies under the long-term records management policy.
