문화관광부 문화나눔 사업 중 국악교육프로그램 개선방안 연구 : 2004~2006 아동복지시설 문화예술교육프로그램을 중심으로 = A Study in the Improvements of the Korean Traditional Music Education Program within the Culture Sharing Business Conducted by the Ministry of Culture and Tourism

다국어 초록 (Multilingual Abstract)

This thesis incorporates more than 3 investigations into and an analysis of Korean Traditional Music and its educational programs within the Culture Sharing Business from 2004 to 2006, and also considers plans for various programs concerning Korean Traditional Music revitalization.
The 3-year-long Culture Sharing business provides nursery school children with opportunities to experience Korean Traditional Music, and the children acquire some confidence through this Business, which could not be found in any other program. Therefore, this Business is an effective means of social education. Furthermore, local Korean Traditional Music instructors arrange stable and organized programs, so it is recorded as a remarkable change of Korean Traditional Music area which was alienated in our everyday lives, and the value of Korean Traditional Music is spreaded into other fields.
Through this Culture Sharing Business, networks among instructors are improved and newly improved educational methods are developed and utilized in the field. Also, local companies and organizations support related activities such as field trips in the community, which are remarkable and meaningful experiences for students. Therefore it can be said that the program is a bridge connecting students with their community.
In order to advance the Culture Sharing Business, enhanced teaching materials have been published 3 times. Looking at the first edition, the revised edition and the enlarged edition, It is seen that the contents are composed with a focus mainly on instrumental parts, and the systematic relation through each grade is insufficient.
Also, Even though the instructors must have practical musical technique to qualify. They are not fully qualified in relation to the overall curriculum content and their lesson scheduling and programs are insufficient.
Certain institutes are in charge of the management and distribution of musical instruments now. However, it is required that the distribution of musical instruments has to be in accordance with environments not their ages, and should take place only after considering overall education levels in Korean Traditional Music.
In recognition of this, I am seeking the meaning and significance of this thesis myself.
1. This thesis is first suggests a program of social-cultural art education specifically for children welfare in the respect of Korean Traditional Music.
2. This thesis is meaningfully discusses the statues of social-cultural art education for children welfare according to region, organization and instructors.
3. This thesis has worth in that it compares the purposes and ways of Korean Traditional Music programs, according to genre in the first edition and the enlarged edition of Korean Business Council for the Arts and the revised edition of Korea Arts & Cultures Education Service.
4. Below is the achievement which I could ascertain after this study.
- the necessity of composition and execution of coordinated programs which are easily applied to the
- the necessity of training programs for professional human resources in the area of Arts
- the necessity of retraining the current instructors
- the necessity of networks between school and community

국문 초록 (Abstract)

본고는 2004년부터 2006년까지 3년간, 총 3회에 걸쳐 수행된 ‘문화나눔’ (아동복지시설 문화예술교육 지원사업의 약칭)사업을 중심으로 국악 분야에 대한 교육프로그램 및 사업 현황을 조사, 분석하여 국악교육의 방향과 프로그램 활성화를 위한 다양한 방안을 고찰한 사회문화예술 국악교육에 관한 연구이다.
그 결과 3년에 걸쳐 진행된 ‘문화나눔’ 사업은 보육원 아동들에게 국악문화체험기회와 교육의 기회를 제공해 주었고, 이를 통해서 얻은 자신감들은 여타의 프로그램에서는 찾아 볼 수 없는 부분이어서 사회교육으로서 매우 유효했다. 또한 지역 국악예술 강사들의 안정적이고 체계적인 활동의 장을 마련함으로서, 국악예술영역이 일상적 삶과 괴리되어 진행되어지는 한국사회 내의 문화지형에 대한 변화의 물결 중 하나로 기록되었고, 다양한 공간으로 국악예술교육의 가치를 확산할 수 있었다.
아울러 ‘문화나눔’ 사업을 통해 그동안 소통의 기회가 없었던 영역별 강사들 간의 네트워크가 강화되고, 교류를 통해서 교육 방법들이 개발되기도 하였으며 새로운 교습방법들이 시도되면서 질적으로 향상된 교육 프로그램들이 만들어졌다. 또한 지역기업들이 현장학습과 연계된 지원을 함으로서 시설과 지역사회 내에서의 반향들이 만들어진 것은 매우 유의미한 성과이며, 지역사회와 소통하려는 움직임으로 긍정적인 매개의 역할을 하였다.
‘문화나눔’ 사업을 원활히 진행하기 위해, 3차에 걸친 교재가 출판되었다. 초판, 개정판, 증보판 교안의 내용을 살펴보면 교육활동에 있어서 기악영역에 많은 비중이 편성되어있고, 그 내용이 너무 산재되어 각 학년마다 연계성과 계열성이 부족했다.
또한 강사의 자격조건에 있어서도 국악의 전반적인 분야를 아우를 수 있는 실기능력을 어느 정도 갖추어야 하는데, 아직까지 교육 내용에 비해 강사의 전문성이 부족했다. 교안 제작에 있어서도 강사가 보다 효율적인 수업을 진행할 수 있는 교안구성이 미흡했다.
그리고 교보재 분배에 있어서도 반별로 몇 개조의 악기를 일률적으로 분배하고 시설에서 계속 관리하게 하는 현행방식에서, 전반적인 국악교육수준을 검토하여 반별(연령대별) 일괄지원방식이 아닌 시설편차에 따른 지원방식으로의 전환이 요구되었다.
이에 이 논문의 가치, 존재, 의미를 스스로 찾아보고자 한다.
① 국악적인 측면에서 아동복지시설 대상 사회문화예술교육의 활성화 방안을 구체적으로 제시한 것이 처음이다.
② 아동복지시설 대상 사회문화예술교육의 현황을 지역별, 기관별, 강사별 측면에서 구체적으로 논급하는데 의의가 있다.
③ 한국메세나협의회에서 출판한 초판, 증보판과 한국문화예술진흥원으로 사업이 이관된 후 출판된 개정판의 국악교육프로그램 및 교안에 대한 목적과 방식 및 영역별 ? 장르별 비교 검토한 것에 의의가 있다.
④ 사회문화예술 국악교육이 활성화되기 위해서는 현장에서 적용하기 쉬운 통합적인 프로그램 구성과 실행의 필요성, 기획력 있는 문화예술 전문 인력 양성의 필요성, 현장에서 활동하고 있는 인력들의 재교육 필요성, 학교와 학교 밖 지역 사회 간 네트워킹의 필요성 등에 대한 실제 현장 관찰 및 사례분석 등을 통해 실증적으로 확인 할 수 있었던 점이 본 연구의 성과라 할 수 있다.
