한국경제발전 과정에서 여성 노동력의 노동현장과 성산업 현장간의 배치과정에 대한 고찰 : 1960~1990년대를 중심으로

국문 초록 (Abstract)

본 연구는 성산업에 종사하게 되는 여성의 선택이 개인적(개인의 선택과정)이고 남성중심의 사회 등 사회 문화적 맥락이 주된 원인이었는지 아니면 한국사회 변천, 특히 한국경제 발전과정에서 국가정책과 자본의 논리에 따른 구조적, 환경적인 것이 주된 원인이었는지를 살펴보고자 했다. 문헌연구를 통해 다음과 같은 결론을 얻게 되었다.
한국에서 성매매 현상을 구조화 시킨 결정적 계기는 일제강점기(식민지 시대)이고 성매매가 공식적으로 인정되고 전국적으로 확산되기 시작한 것은 일본 식민지 시대에 공창제도가 만들어지면서 부터이다.
1970년대 이후 한국경제는 수출중심의 산업으로 인해 여성의 노동력을 저임금과 열악한 환경에서 노동할 수밖에 없는 구조적인 문제를 낳고 있었다. 1960년대부터 박정희 정부가 추진한 국가 주도, 외자유치(외화획득), 저임금에 기초한 수출주도형 공업화정책 등 압축적 경제개발정책은 성산업의 발달을 촉진 시키는 계기가 되었으며, 60-70년대 급격한 산업화, 수출주도 성장을 위한 저임금-저곡가 정책은 탈 농촌을 가속화하여 농촌여성이 대거 도시로 몰리게 되고 적극적인 정부의 취업 정책이 부재한 상황에서 취업이 어렵거나 생산현장의 고통으로부터 밀려난 여성의 경우는 가족생계부양의 책임과 함께 당시 성매매 현장으로 내몰리게 했던 원인을 제공하게 된다.
1970년대부터 국가가 외화벌이를 위해 3차 산업으로 집중육성한 관광산업은 사실상 성매매 행위인 기생관광이 핵심이었고 성매매 업소가 증가했던 현상은, 성산업이 확대됨으로써 결과적으로 국가가 성산업을 조장했거나 방치했다고 할 수 있다. 한국경제발전과정을 중심으로 한국사회 성산업 발달의 역사적 배경과 성산업에 유입되는 여성노동력의 동인을 고찰한 본 연구는 여성들의 노동력이 산업현장과 성매매현장으로 배치되거나 재배치되는 과정에 자본의 경제 논리와 국가의 정책논리가 있었다는 결론을 얻게 되었다.

다국어 초록 (Multilingual Abstract)

This paper tries to describe not only how sexual industry has been generating but how women''s labor force has been set to there. by analyzing the process of korean economic development from 1960 to 1990. it also tries to show the close connection among the process of economic development, the government policy and the situation of sexual industry. This paper basically gets the standpoint that the prostitution is a kind of work not individual side but public side.
According to analyze, this paper points out that the korean government has been responsible for generating of sexual industry and forcing many women''s labor out prostitution by the lack of women''s employment policy and the absence of holding back policy on sexual industry. After all, this paper argue that the women''s labor force came into sexual industry at that time was likely to not voluntary choice but forcing them out. Even though the women''s labor force came voluntary into sexual industry, that was likely to involuntary choice reflected the situation of the korean war and government- oriented economic development policy. however there are some weak points in this paper, this paper needs to complement the statistic materials on sexual industry and to more deep research about the connection between the process of economic development and the development sexual industry.
