전자거버넌스와 정책의제 설정 -전자정부사이트에서의 정책제안과 시민참여 탐색연구- = Engaging Public Online: An Exploratory Study on the Citizen Participation Via Online in Korea

국문 초록 (Abstract)

본 연구는 전자정부사이트에서 시민들의 참여를 통한 정책제안이 어떻게 이루어 지고 있고, 어떤 효과를 나타내고 있는지, 정책의제 설정연구 측면에서 탐색해 보는 연구이다. 전자정부에서 행정서비스(민원)를 제공하는 것과는 달리 정책제안은 실행초기임에 따라 탐색적 연구로서 주요 사례를 연구해서 시사점을 제시하고 추후 연구과제를 도출하는 것에 그 의의가 있다. 대표적인 서울시의 천만상상 오아시스를 주요 사례연구(critical case study)로 삼아 온라인 주민참여(e-participation)가 어떻게 이루어지고 정책에 실질적으로 어떠한 영향을 미치는지 살펴보았다. 시민참여를 통해서 성공한 정책들은 시민의 눈높이에 맞는 정책프로그램들을 개발하는데 도움을 주었고 주로 기존에 실행되고 있는 정책이나 프로그램을 보완하고 수정하는 제안들이 특히 성공적인 결과를 나타내고 있었다.

This research explores citizen participation online (e-participation, e-consultation, e-engagement), particularly looking at the case of Korea-Seoul's OASIS. Korea has recently become a test bed for many Information Technology(IT) tools, particularly in the e-government and e-democracy domains.
As a governance tool, citizen participation can lead to effective and good governance. Given these, there is an assumption that IT, particularly the notion of Web 2.0, can improve citizen participation in the political and governance process.
This study found that policy ideas suggested by citizens online helped developing programs that are directly influencing and assisting citizens' daily lives. Types of successful ideas and programs are typically the ones that are modifying and revising the existing programs. This case study highlights the meaningful online citizen participation and suggests some future research questions in the areas of agenda-setting and e-governance.
