지역사회복지 활성화를 위한 교회자원 활용방안에 관한 사례연구 : 장애인복지를 중심으로 = A case study on the utilllizing plan church resources for the revitalization in community welfare : Focusing on the abled welfare

국문 초록 (Abstract)

지방화 시대를 맞이하여 지방자치단체간의 재정 격차와 사회복지 인식의 양극화 현상 등 다양한 어려움들이 발생하면서 공적복지 차원만으로는 지역사회복지의 한계가 더욱 심화되어 나타나고 있는 것이 현 실정이다. 특별히 여러 복지 영역 중에 장애인관련 복지예산들이 상대적으로 부족한 실정이다. 이러한 측면에서 역사적으로 지역사회의 중요한 사회복지사업에 자원이 되어 왔던 교회의 참여가 절실히 요청되고 있다.
이를 위해 본 연구에서는 장애인복지활성화를 위해서 지역사회 내에서 담임목회자의 목회철학과 비젼이 어떠한 영향을 미치는지와 지역사회복지 향상을 위한 교회자원의 활용방안을 모색하고, 실제적으로 지역사회 속에 교회가 나아갈 방향을 제시하는데 필요한 기초자료를 제공하고자 한다.
본 연구를 위해서 장애인복지를 담당하는 일반 교회의 장애인 전담 사역자와 장애인복지(선교)현장 및 학계 관련 전문가들에게 연구의 의도와 부합되는 교회를 추천받는 형식으로 11개 교회를 선정하였다. 그리고 선정된 11개 교회를 직접 방문하여 담임목사와 장애인부서 전담사역자를 대상으로 면담을 실시하였으며, 면접은 사례에 따라 1-2회 실시하였으며, 면접 시 반구조화된(semi-structured) 질문지를 사용하여 심층면접을 하였다.
연구참여자와 면접을 통해 얻은 자료로부터 지속적인 질문과 비교분석을 통해 개념을 명명하고 그 개념을 묶어 공통점을 중심으로 범주화 시켰다. 그 결과 최종적으로 20개의 개념과 7개의 하위범주와 이 하위범주를 더 추상화시킨 4개의 범주(‘섬김의 이유’, ‘인적자원을 준비함’, ‘장애인복지를 실천함’, ‘복지사업의 열매를 맺음’)가 도출되었다.
본 연구를 통해 첫째, 장애인복지사업을 담당함에 있어 담임목회자의 목회철학 및 비전이 중요한 것으로 나타났다. 또한 본 연구에 참여한 모든 교회 담임목회자들의 한 가지 중요한 특징은 모든 지역사회복지사업들을 교회성장의 프로그램으로서 사회복지실천을 한 것이 아니라 순수하게 ‘하나님을 기쁘시게 하기 위해서’, ‘성경대로 행하기 위해서’ 교회가 장애인복지를 하는 것이 마땅하다는 것이다.
둘째, 장애인복지사업을 실천함에 있어 교회가 지역사회의 사각지대에 있는 이웃들을 살펴서 돌보며 교회의 필요가 아닌 지역사회의 필요에 의해 사회복지사업을 실천하고 있었으며 대부분의 교회들이 장애인과 비장애인이 분리되지 않고 통합을 지향하고 있었다.
제언으로는 첫째, 장애인에 대한 올바른 이해와 목회적 대상으로 인식하게끔 담임목회자에 대한 계몽이 필요하다. 둘째, 장애인에 대한 인식 개선의 노력이 교회차원을 넘어 지역사회 차원에서 필요하다. 셋째, 각 교회에서 효율적인 장애인복지 사업을 위해서는 부서가 다 나뉘어서 산발적으로 하기 보다는 교회 규모 여부를 떠나서 전문가 중심의 전담 상설기구를 설치할 필요가 있을 것이다. 넷째, 정부의 지원보다는 교회가 할 수 있는 범위 내에서 자체적으로 장애인복지 실천을 시도해 보려는 움직임이 필요하다로 나타났다.
본 연구를 마치면서 “장애인 복지 사업을 왜 하는가?”또는 한걸음 더 나아가 교회가 “사회복지 실천을 왜 하는가?”에 대한 근본 물음에 직면해 보고 해답을 얻는 것이 전제되어야 할 것 같다. 결국은 '교회의 존재 이유가 무엇인가' 즉, 교회의 본질에 대한 대답이 장애인 복지사업의 출발점임을 기억해야 할 것이다.

다국어 초록 (Multilingual Abstract)

Localization generates difficulties such as increasing financial gap between local governments, and the public attitude toward social welfare is divided into two ends. So community service cannot be performed solely by local governments or other public organs. Particularly budget for the disabled is insufficient. Therefore local churches with their resources need to participate in community welfare.
The Purpose of this study is to provide reference to local churches' welfare practice for the disabled. For this, the researcher examined how pastoral philosophy of ministry and vision influence on local churches' welfare practice, and explored ways of activating church resources to improve community welfare for the disabled.
For this study, 11 churches were selected by recommendation from experts and pastors or ministers for the disabled department of these churches were interviewed once or twice. The in-depth interview was done with semi-structured questionnaire.
From the raw data which collected through in-depth interview of research participants, the concepts have been named through the consistent questions and comparison, and then these concepts have been organized by structuring the sub-categories and categories. As a result, 20 concepts, 7 sub-categories and 4 categories('reason to serve', 'preparing for human resources', 'practicing welfare for the disabled', 'bearing fruit of welfare practice') were induced.

The main results are summarized as follow.
First, pastoral philosophy of ministry and vision are important factors in churches' welfare practice for the disabled. Also all of the participants thought that it is right for church to practice community service only for the sake of God and to obey the Bible, not for the growth of church.
Second, the churches which practicing welfare for the disabled aim to make the community where people live together whether they have disabilities or not, and they have practiced community welfare based on the needs of their neighbor.

Through the result of this study, four suggestions are concluded to increase churches' welfare practice: First it is need for pastors to understand the disabled as their objects of pastoral care. Second, all of the people in community need to strive to improve awareness of the disabled. Third, it would be more efficient to have set of the department for the disabled with the professionals or experts of the field. Finally, churches should try to do themselves for the welfare for the disabled without depending on the support from government.
To find the answer of the question "Why churches should serve the community for the disabled?", essentials of the church should be considered first.
