우리나라 자연환경보전정책의 변화와 과제 = 1960-2013

다국어 초록 (Multilingual Abstract)

The purpose of this study is to examine the evolution of Korean natural environmental preservation policy from 1960 to 2013 to identify trends in policy changes during different governments and to examine the role of businesses and citizens in policy changes. Policy change is also examined from the perspective of policy classification theories. This study examines white papers, reports, data from government, businesses, citizens groups and previous studies on natural environmental preservation policy from academic circles during this period. The results of the study show that natural environmental preservation policies in Korea evolved through an ‘embryonic period,’ ‘preparation period,’ ‘development and international alignment period,’ ‘harmonizing ecological preservation and territorial usage period,’ and ‘natural resources utilization promotion period.’ The policy shifts which took place during different governments was mostly influenced by the respective Presidents policy stance and international environmental issues. Also, in the context of shifting policy, NGOs and business responses affected change to the details of policy content. In addition, this paper provides several policy suggestions for the development of natural environmental preservation policies. These include increasing public awareness of the importance of natural resources, improving governmental coordinating capacity for related agencies, increasing the visibility of policy, securing policy autonomy and increasing cooperation with environmental NGOs. Finally, considering the anticipated rapid increase in the value of bio resources, strengthening natural environmental preservation policy for the preservation, management and utilization of bio resources is strongly recommended.
