중국 농촌발전과 기층정권의 역할 변화 연구 :향진정부의 정치,경제행위를 중심으로(웨이하이(威海) 사례연구)

국문 초록 (Abstract)

중국은 현재 사회주의 시장경제로의 전환기에 있으며 WTO 가입이후 정부의 역할 변화에 대한 목소리가 커지고 있다. 특히 90년대 중후반부터 시작된 농촌지역 기업들의 소유권 개혁은 과거와의 구별되는 지방정부의 새로운 역할을 요구하고 있다.
개혁·개방 이후 중국 鄕鎭企業의 발전과정(특히 鄕鎭企業이 발달된 지역)을 살펴보면 개혁개방이전의 소유제 형식과 지리적 특성·현지의 소유제 기초 등이 중요했으며 그 지역의 상황에 부합되는 방향에서 鄕鎭政府의 경제행위와 鄕鎭企業의 발전이 이루어져 왔다고 볼 수 있다. 그러나 중국의 鄕鎭企業들은 현대기업제도 건립이라는 대명제하에 새로운 전환기에 직면해 있다고 할 수 있다.
본 연구는 중국 鄕鎭政府의 특성과 지방정부 행위에 대한 기존의 연구 성과를 살펴보고 개혁개방 이후 본격적으로 발전하기 시작한 鄕鎭企業의 발전과정에서 鄕鎭政府와 鄕鎭企業의 관계를 山東省 威海地域의 사례연구를 통해 분석함으로써 향후 중국 鄕鎭政府 역할에 대한 규범화를 모색하고자 한다.

다국어 초록 (Multilingual Abstract)

In the midst of a transitional socialist market economy, China, since joining of WTO, has confronted with a demand for a change in the government's role. It has been particularly the case where the ownership reform that initiated in the early 90s in the rural areas, is now prodding the village-level government to play a different act from the past. Ever since the reform and opening policy, if we were to review the Chinese village corporations' development course, with an emphasis on those areas with the higher development of those corporations, it is easy to spot the following changes. Whereas ownership form with a geographical and local basis was once regarded to be important in the pre-reform period, it has, thereafter, undergone an extensive transformation for establishment of modernized corporate institution reasons.
The study, therefore, will shed an assessment light on the previous works on the Chinese village enterprises and village-level government's behavior. It will then proceed to further analyze the relationship between the government and business during the development course of such corporate transition in the reform period through the lens of a case study on those in the Weihai area of Shandong province. It is expected that the findings will help us realize some feasible behavioral norms for the Chinese village-level governments.
