유료노인복지회관의 필요성에 관한 연구 = A Study on the Necessity of the For-Profit Senior Center

국문 초록 (Abstract)

본 연구의 목적은 중산층 이상의 노년층이 증가하고 있음에도 불구하고 정부의 저소득층 노인 중심의 복지정책으로 정부는 물론이고 시장으로부터도 외면당하고 있는 중산노년층의 여가와 관련된 복지 욕구를 충족시키기 위한 방안으로 민간자본을 활용한 유료노인복지회관의 필요성을 조사하는데 있다. 인천광역시와 경기도 신도시에 각각 소재한 2곳의 노인복지회관을 이용하는 60세 이상 노인 305명을 대상으로 설문조사를 실시하여 빈도분석과 로지스틱회귀분석을 이용하여 자료를 분석하였다. 연구 결과, 첫째, 노인복지회관 이용노인들간의 사회적 신분(사회적 경험)과 사고방식이 비슷한 경우에 원만한 교류가 가능하다는 '가치동질성(value homophily)'의 타당성을 뒷받침하고 있다. 둘째, 우리나라 노인복지회관은 시설공간이 협소함에도 불구아고 이용노인이 너무 많기 때문에 제공되는 서비스가 다양하지 못하여 이응노인들의 복지욕구를 충족시켜 주지 못하고 있는 것으로 조사되었다. 셋째, 응답자 가운데 약 40%가 유료노인복지회관에 참여할 의사가 있다고 응답하였으며, 그들을 대상으로 참여하고자 하는 가장 큰 이유를 조사한 결과 약 70%가 '다양하고 수준 높은 양질의 서비스를 제공받기 위해서'라고 응답하여, 다양하고 수준 놓은 서비스에 대한 응답자의 욕구가 매우 강한 것으로 조사되었다. 넷째, 유료노인복지회관의 참여여부와 관련된 변인은 연령, 교육수준, 그리고 월평균 용돈으로, 연령이 적고, 교육수준이 높고, 월평균 용돈이 많은 노인일수록 유료노인복지회관에 참여할 의사가 있는 것으로 나타났다. 즉 학력수준이 놓고 경제력이 있는 젊은 중산층 이상의 노년층이 기존 노인복지회관에서 제공되는 서비스보다 다양하고 수준 높은 서비스를 기대하는 것으로 나타났다. 이러한 연구 결과와 노인집단의 사회경제적인 환경변화론 고려할 때, 증산층 이상의 노년층을 대상으로 운영되는 유료노인복지회관이 필요하다는 결론에 도달하였다.

In spite of rapidly growing older middle-class population, government's welfare policies for the elderly are still focused on the poor groups of elderly. Therefore, the middle-class Korean elderly are alienated not only from the government but also from the industrial markets. The purpose of this study, therefore, was to examine the necessity of the for-profit senior center for the middle-class elderly in Korea. A sample of 305 Koreans aged 60 years and older participating at two senior centers located in Kyunggi province was analysed. The results of the study showed; first, it was verified that class-related disparities in social status, value, and life style hampered sound friendship formation among the center users. Second, it was found that the participants were not satisfied with the programs provided by the senior centers because of lack of physical space with full of users. Third, It was found that about 40% of the respondents were highly interested in participating at the for-profit senior center in order to be provided diverse programs with high level of standard. Finally, this study examined the factors related to the participation for-profit senior center. The results of logistic regression analysis showed that age, level of education and monthly pocket money were statistically significant. That is, the younger Korean elderly who had a higher level of education and were more financially secure were more likely to participate at the for-profit senior center. Considering the study results and socioeconomic changes among the older population in Korea, this study concluded that the for-profit senior center would be an alternative to fill the welfare needs of the middle-class elderly.
