A social consensus on community capacity and competence improvement already developed in voluntary development aspect but we didn`t accomplish much in terms of practical and concrete methodology. This study attempted to devise a method in Community of Practice(CoP). Because the concept of CoP is very familiar to us now and has a theory and system. Therefore the aim of this study is to present strategies for strengthening capabilities in rural development projects from components of CoP and Creating Shared Value(CSV). I analyzed the process and system of Comprehensive Rural Village Development Projects(CRVDPs) in case of Mopyeong area in Hampyeong-gun, Jeollanam-do. I observed the case region and interviewed the person in charge before the analysis, and then I analyzed the results on the basis of framework. The questionnaire results on residents participation behavior were used as a secondary source. The strategies for strengthening capabilities in rural development projects are as follows. ① motivation to inspire confidence ② new issue to freshen up the atmosphere ③ guarantee of conditions to active of practicing professionals ④ select and concentrations of resource.
