지역사회 24시간 아이돌봄센터 운영기반 구축연구: 경기도 24시간 아이돌봄센터 수요조사를 중심으로 = A Study on Establishing the Operational Foundation of a Community 24-Hour Childcare Center: Focusing on the Demand Survey for 24-Hour Childcare Centers in Gyeonggi Province

국문 초록 (Abstract)

본 연구는 경기도 지역의 아동 보호자가 일시적이고 긴급한 상황에서 돌봄서비스를 받을 수 있는 24시간 아이돌봄센터에 대한 수요와 욕구를 파악하고 이를 통해 24시간 아이돌봄센터의 건립과 운영방안에 대해 살펴보고자 수행되었다. 24시간 아이돌봄센터 수요조사의 연구대상은 현재 경기도에 거주하고 있는 0세에서 9세의 아동을 자녀로 둔 보호자이며, 자료수집은 온라인 플랫폼을 활용한 설문조사로 이루어졌다. 연구결과에 따르면 첫째, 조사에 참여한 보호자들은 24시간 아이돌봄센터의 존재에 대해 대체로 인지하고 있었고, 인지 여부는 성별에 따라 유의미한 차이를 보였다. 둘째, 보호자들은 24시간 아이돌봄센터의 필요성에 대한 인식과 이용 의사가 매우 높은 것으로 나타났다. 셋째, 24시간 아이돌봄센터에 대한 자유의견을 분석하여, ‘24시간 아이돌봄센터의 필요성’, ‘기관에 대한 신뢰성 제고’, ‘돌봄교사의 자격관리 강화로 돌봄교사에 대한 신뢰성 확보’, ‘24시간 아이돌봄센터의 전문성 향상’, ‘24시간 아이돌봄센터의 안전성’, ‘근거리 접근성 확보’, ‘이용대상 요건 완화와 이용대상 확대’, ‘돌봄공백 방지 역할 강화’의 주제를 확인할 수 있었다. 연구결과를 바탕으로 지역사회 24시간 아이돌봄센터의 효과적인 운영방안을 모색하고, 적절한 보호와 돌봄을 받을 수 있는 아동의 권리를 실현하기 위한 사회복지적 함의를 논하였다.

다국어 초록 (Multilingual Abstract)

This study aimed to investigate the demand and needs for 24-hour childcare centers in Gyeonggi Province, Korea with an aim to examine strategies for establishment and operation of the centers. The 24-hour childcare centers allow parents to access childcare services in both temporary and emergency situations. The research participants are parents who have children from ages of 0 to 9 years and are Gyonggi Province residents. On-line surveys were conducted. The research yielded the following results. First, a large portion of the participants were aware of the 24-hour childcare centers though gender differences were identified. Second, the need for and willingness of utilizing the 24-hour childcare services was reported to be strong. Third, the analysis of the respondents' opinions on 24-hour childcare centers yielded several common themes such as ”the need for 24-hour childcare centers, improving trust in institutions, strengthening qualification management of caregivers to ensure trust in caregivers, improving professionalism of 24-hour childcare centers, ensuring safety of 24-hour childcare centers, ensuring accessibility for centers in close range, loosening eligibility requirements and expanding eligibility criteria, and strengthening the role of the centers to fill the childcare gaps. Based on these research findings, implications are provided for the effective management of community 24-hour childcare centers and for ensuring children’s rights to adequate protection and care.
