사람들은 어떻게 인권을 평가하는가?: 인권지표, 민주주의 인식, 사회경제적 지위와의 관계를 중심으로 = Public Perception of Human Rights: Focusing on Human Rights Index, Perception of Democracy, and Socioeconomic Status

국문 초록 (Abstract)

국제 인권지표를 활용한 인권에 대한 사회과학적 연구의 발전에도 불구하고, 전 지구적으로 사람들이 인권상황을 어떻게 평가하는지에 대한 경험적 연구는 양적‧질적 측면에서 여전히 미진하다. 본 연구는 6차 세계가치조사 결과를 활용하여 개인이 자국의 인권상황을 평가하는 데 영향을 미치는 요인이 무엇인지를 국가‧개인수준변수로 나누어 탐색해보았다. 52개국 6만 7천여 명의 응답에 대한 다층 순서형 로짓 분석결과, 국가수준변수 가운데 인권지표 및 민주주의지표가 인권상황평가와 양(+)의 관계였다. 개인수준변수 가운데에는 사회적 지위가 높을수록 인권상황을 긍정적으로 평가하는 경향이 있었다. 한편 민주주의를 중요하게 생각할수록 인권상황을 부정적으로 평가하는 반면, 자국의 민주주의 수준을 높게 평가할수록 인권상황을 긍정적으로 평가하는 것으로 드러났다. 이와 같은 연구결과는 인권개념의 복잡성과 다차원성에도 불구하고, 전세계적으로 인권을 평가하는 보편적인 원리가 국가 및 개인수준에서 어느 정도 확립되어 있다는 점을 시사한다.

다국어 초록 (Multilingual Abstract)

Despite the development of social science studies examining human rights based on international human rights indices, there are still not enough amount of empirical studies in both quantitative and qualitative aspects, investigating how people evaluate human rights situation. This study is using the 6th wave data of World Values Survey to explore the factors affecting an individual’s evaluation on the human rights status of his/her country. Employing data of about 67,000 individuals of 52 countries, we have executed a multi-level ordinal logit analysis which deals with country-level and individual-level variables; this resulted, at the country level, that both human rights index and democracy index are positively correlated with an individual’s human rights evaluation, while, at the individual level, people with higher socio-economic status tend to evaluate the overall national human rights situation as positive. Moreover, among respondents, the more importance given to democracy meant the higher tendencyto evaluate the human rights situation as negative. Nevertheless, when a person evaluated his/her nation’s level of democracy as high, the person gave positive evaluation on national human rights situation. From this result, despite the complexity and multi-dimensionality of the concept of human rights, we can infer that the universal principles evaluating human rights are globally established at a certain level on both country and individual level.
